| A Wind Farm Project of China Guodian Group,which is the only wind power construction project in Sanmenxia City being listed in Henan Province 2018 wind power development plan,is planned to commence in December 2018 and complete in May 2020.In the process of vigorous development of the wind power industry,due to the short development time and lack of experience,China Guodian Group have not perfected the management system of wind power projects especially in risk control aspect.Compared with some mature wind power projects abroad,the project has not formed a complete risk management system.In such an industry context,it is necessary to implement risk management for each wind power project.This paper collects a large amount of data.Based on the project risk management theory,this paper draws on the successful project risk management model and practice at home and abroad,and systematically studies the risk assessment and control strategy of A Wind Farm Project of China Guodian Group.Firstly,with A Wind Farm Project as the background,the risk management status of Guodian Group Sanmenxia Company will be discussed,and the problems of A Wind Farm Project risk management will be analyzed.Secondly,based on the whole life cycle risk management theory,it is divided into three stages for the whole process risk management of A Wind Farm Project,namely,investment decision-making stage,construction implementation stage,operation and maintenance stage.The life-cycle risk factors of A Wind Farm Project is analyzed and identified.Then the risk assessment index system is built up for A Wind Farm Project,and the fuzzy comprehensive evaluation method is used to evaluate the risk factors of A Wind Farm Project.Finally,according to the evaluation results of the project risk factors,the risk prevention strategy is provided for the full life cycle of A Wind Farm Project.The features and innovations of this paper include: 1)the risk management of the whole process of A Wind Farm Project is divided into three stages: investment decision,construction decision,operation and maintenance decision.2)establish Arisk evaluation index system for A Wind Farm Project,and use the fuzzy comprehensive evaluation method to evaluate the risk factors of the project.3)provide risk prevention strategy for the whole life cycle of A Wind Farm Project.The study in this paper will not only provide A set of risk assessment methods and countermeasures for wind power project A of Sanmenxia new energy co.,ltd.of Guodian Group,but also provide basis and implementation methods for risk management for the development of other similar projects of Guodian Group. |
