| “Building a new socialist countryside”proposed in the 11thFive-year Plan and Building a beautiful Chinese countryside in the 18thh National Congress of the Communist Party of China are melody of national development strategies in new period,thus village planning compilation have been growing vigorously around the world.158 villages have already completed planning compilation since Fengrun District organized and implemented village planning compilation in 2009.In the 13thh Five-year Plan development planning,Fengrun District definitely proposed village planning compilation would be covered comprehensively in 2020.Village planning process is the government to formulate the implementation of public policy process.However,the preparation of village planning in our country is still in the initial stage of exploration and development.The current village planning is faced with many difficult problems in the compilation and implementation of village planning.The formulation of village planning is a mere formality and it is difficult to satisfy the public.It is of some significance to analyze and improve the preparation process from the perspective of process management.This paper in the perspective of process management,the author explores specific process of village planning compilation in Fengrun District,using the specific process of flowchart description,through in-depth analysis to determine the planning and rebuilding standards——Satisfying public needs and enhancing work efficiency,and based on the re-engineering standards using the fish bone map method to deeply analyze the cause of the problem.Identify the cause of the problem that process,information technology and personnel in three areas.Summarize the results of the analysis,reconstructing the process from rom the management philosophy and quality,preparation of processes,information systems,to optimize the government village planning process,and comes forward with the valuable contributions,hoping to provide reference for village planning compilation in China. |
