High safety risk exists in the railway production process because of the complexity of railway production and potential danger, especially as a meter-gauge railway affected by obsolete equipment, reduced inputs and other factors. How to predict the risk and reduce or eliminate safety risks, establish a sound safety risk management and prevention system, to guard accidents from happening and to achieve safe production goals are urgent problems for us to be solved.In this paper, as a means of risk management methods, the various risks of the meter-gauge railway traffic system in safety management were discussed using a literature search, interviews, case studies and analysis methods, based on meter-gauge railway safety management experience, proven methods and the existing problems. A good operability modern safety management system with meter-gauge railway production characteristics was built based on safety risk management theories and rules through the identification of the main risk analysis, safety assessment, discussion about risk control of the whole process, study of corresponding risk countermeasures, measures proposed for the effective implementation of the risk measures and methods. From the current situation, safety awareness of cadres and workers has been strengthened through the implementation of safety risk management, and which making safety management objectives explicit, promoting the standardization of production safety, avoiding or eliminating some of the safety management risk, thereby reducing management costs and good practice effect have been achieved. Research on safety risk management of meter-gauge railway provide reference services not only for other similar mountain railway vehicle safety management, but also laying a foundation for the safety risk management of the upcoming opening of the Trans-Asian international channel.
