Expanding the space of infrastructure construction,implementing the major public facilities and infrastructure projects,implementing the strategy of rejuvenating the country through network,accelerating the construction of high speed,mobile,security,pan in a new generation of information infrastructure,.accelerating the improvement of irrigation,railways,highways,waterways,civil aviation,general aviation,pipeline,postal and other infrastructure network,improving the reserve system for energy security,enhancing opening electric power,telecommunications,transportation,oil,natural gas,municipal utilities and other natural monopoly industry competition of business in The latest 45 planning issued by the Central Committee of the Communist Party of China in 2015 are clearly pointed out.In this environment,the only relying on the government’s investment is difficult to meet the objective requirements of market of infrastructure,and the strong infrastructure construction professional,so that there are large investment but low efficiency problem in investment operations of government.By introducing a new financing mechanism that is admitting private capital to enter the market of infrastructure construction field.Then it can ease the financial pressure on the government,but also can create a new investment channel for social idle funds,and to promote the development of national economy.BT financing mode is from the BOT financing mode evolution.And it has been for a long time development of practice in our country.And its characteristics can match the infrastructure construction.But at the same time,due to BT project involved many complex relationship management,it faced with many uncertain factors.And BT has been restricted by risk management in further development.It attracts the scholars’ and practitioners’ an unprecedented height attention.In recent years,more and more risk management theory began to be used in specific BT project management for promoting BT financing mode in further development.This thesis is based on the theoretical research of BT financing mode and project risk.It proposed the risk management framework under the BT mode,Through the case analysis,according to the author personally participate in DongLi Lake Road BT project,standing in the point of view of investors,using risk identification,risk assessment and other technical means,the project risk indicators ranking criteria and project total risk calculation,it proposed the key risk factors of coping strategies.Weather the inspecting measures are effective in the practice? This thesis is to provide a basis for decision-making for investors.
