Comprehensive tube gallery is one of the most important sign for modern city municipal infrastructure in 21st century.It avoids the trouble of repeating excavation of roads and burying the repaired pipelines again and again.Because of the pipeline which does not touch soil and groundwater,so that it avoids soil corrosion to pipelines and prolongs the service life of pipelines.It also reserved valuable underground space for the development of the city and meanwhile invested extensively for the whole country.As a new type of project investment mode,PPP mode is different from traditional project investment mode.This mode can achieve complementary advantages and risk sharing through cooperation between government departments and private investors,and at the same time,improving the efficiency of project construction and operation.The construction of urban underground utility corridor through PPP mode can make full use of social capital,reduce the financial pressure of government departments,and transfer project investment risks at the same time.However,for the long construction cycle of the urban underground comprehensive corridor,there are still many uncertain risk factors in the project construction process,so that the risk management of the project is particularly important.Based on the risk management of PPP project,this paper establishes a PPP risk assessment system for urban underground utility tunnel project.In this paper,we use matter-element theory model to study the investment risk of project investors in Shenyang city underground pipe gallery project.Firstly this article analyzes and summarizes the domestic and foreign literatures of PPP mode infrastructure construction projects.Secondly,the research results of the PPP model applied to the urban underground comprehensive pipe Corridor project at home and abroad are discussed,and the definition,classification,characteristics and operation management model of the PPP model are introduced.For this basis,the risk factors of PPP mode in urban underground pipe gallery project are summarized.Basing on the theory of risk identification,making combination with the risk factors in the project,the final list of risk identification is established by literature review and interview research.Finally,a clearly and accurate risk structure system is obtained through questionnaire survey.The risk assessment model is established based on matter element theory and data processing whicli is carried out for risk factors.Taking the Shenyang underground comprehensive pipe Corridor project as an example,this paper sets up the risk survey questionnaire,determines the index value and the weight value of the risk evaluation system from the angle of the investor,and establishes the risk evaluation model by using the matter element theory to determine the risk evaluation grade,and analyzes the evaluation results and puts forward the countermeasures and suggestions.
