The Analysis And Prevention Of Risk Under BT Project Mode In The Project Of SULA

As a new mode of financing construction mode, BT model was widely used in the construction of infrastructure and public utilities in recent years. It not only meet the varied demands of investors in construction field but also eased the government’s investment pressure effectively and increased the efficiency of construction of the infrastructure projects.But any BT project has risk,how to identify analyze、value and response to the risk effectively is a realistic problem remained to solve.Through a comprehensive and systematic exposition of BT mode and intensive research of risk management theory, combined with the total construction contract project under the mode of BT,in the investors’ point of view, this paper sorts out the project risk worthy of attention to and compiled the project risk identification list, and according to the nature of risk sources are classified as environmental risk, political risk, investment and financing risk, construction risk and project buy-back risk. By way of questionnaire survey the importance of using expert scoring method for each index score, independence, reliability, validity of the evaluation index by using the SPSS software, justify the validity of the questionnaire.By scoring for all kinds of risk evaluation index by using expert scoring method and calculating weight of the evaluation index, a risk evaluation system is established to evaluate project risks comprehensively and quantify the risks.If the project risk assessment is feasible,practical risk response strategies are developed for different risk sources, make reasonable comments and suggestions. So the risk control capacity of BT project will be enhanced. BT mode will be better used in our country’s infrastructure. And it also will make its contribution to our countri’s economic construction.Therefore,the main points of this paper is the combination of practice application and total construction contract of BT mode in specific projects, a risk assessment system based on project investors is established through the identification of BT project risks,the analysis of risk evaluation, the determination of risk evaluation and risk index weights. Risk response strategies are proposed accordingly.And it will play a important role in guiding to project risk management.
