With the development of the coordinated development of Beijing-Tianjin-Hebei,?the 13 th Five-Year Plan for Economic and Social Development of the People's Republic of Beijing-Tianjin-Hebei?is the first national development planning which is across the province.It has identified nine aspects of the task,In terms of port construction,the plan expand the breadth and depth of coordinated development of the port group of Jing-Jin-Ji.Beijing-Tianjin-Hebei has four ports including tianjin port?tangshan port?qinhuangdao port and huanghua port.They play an important role in the process of the construction of the northern international shipping center and the coordinated development of Beijing-Tianjin-Hebei.In recent years,ports cooperation have been strengthened,but competition is still the main contradiction between the ports of the Beijing-Tianjin-Hebei.Port competition is not only a competition for the market demand,but a natural coastline of non-renewable resources competition and hinterland sources of transportation.For coastal resources,disorderly construction of ports,and disorderly development,has exceeded the resources and environment carrying capacity,serious influence coordinated development of the port group.In order to solve the problems,firstly,this paper analyze the efficiency of the ports with super efficiency DEA model to judge the port resource utilization.By analyzing,the container throughput efficiency of the port of the largest and most port resource inputs is not optimal,rather small scale efficiency,the port resources into moderate efficiency is better.The port of Beijing-Tianjin-Hebei is under the rapid development of increasing return to scale,appropriate port resource inputs will improve the production efficiency of the port.But the competition between ports,may lead to too many resources,blind expansion of investment,and so on and so forth,wastes the port resources,which cannot improve the efficiency of ports and competitiveness.Then,this paper uses the game theory to analyze competition,cooperation and Co-opetition between the ports.Through game analysis,under the condition of near the marginal revenue,the decision of a port to build terminals will have a negative effect on other ports.Under the condition of the port resources which tend to be saturated,the number of the optimal terminal port and marginal revenue not only depends on its own port number,but also decrease with the increase of the number of other ports.The ports contend with each other for coastal resource,to take cooperative strategies can bring group of preparing profit increase.However,complete port cooperation can't be formed,the co-opetition becomes the trend of the development of port group.Finally,by using the theory of ecological niche to build port group of mixed judgment framework of Beijing-Tianjin-Hebei region,establish including nature,market,economic,social and environmental five resources niche evaluation system of ports,and conclude the niche size and rank in each dimension of the four ports,then measure the niche overlap value between ports.According to the evaluation results,by using ecological port competition strategy choice matrix,divide the type of each port.According to the above,we can set up the scientific ecological port expansion,coordinated development,separation of dislocation and niche characteristic such as competition strategy,so as to promote the coordinated development of the port group of Beijing-Tianjin-Hebei.
