As an important part of PMBOK's nine knowledge fields,communication management plays an important role in the process of project management.Many experts believe that the most important reason for the failure of the project,especially the IT project,is the failure of communication.It is essential for the project manager to communicate well with their tea m,especially with senior management and other stakeholders.With the rapid development and application of modern science and technology,the current control mode of the drainage system has been difficult to meet the information age of the drainage system the actual demand overall arrangement and coordination of scheduling problem,but there are also certain safety and energy saving and environmental protection etc..In this paper,the project of intelligent monitoring system of P water drainage area of G c ity as an example,through literature research,conference,research the current drainage system problems,put forward the construction project plan,through the deployment of "city waterlogging and traffic real-time wireless automatic monitoring system" to improve the daily water pipe on the relevant network management pumps,valves and other facilities and equipment maintenance ability;focus on monitoring the city waterlogged point of water,with the city flood control plan,intelligent play row,pump linkage function,to provide a scientific basis for flood control.The author through the study of related theory and method of communication management,combined with the characteristics of P water management area,pointed out the commonness and characteristics of the project and the IT project,using the "5W" method,stakeholder power/ interest grid tools,expounds the importance of communication management in construction,operation and maintenance of the P drainage system intelligent monitoring system project the.Analysis of stakeholders,to formulate the key stakeholder management strategy,establish the P district government IT project communication management system,a research project at the start,the end of the three stage of construction,communication management and content analysis of communication problems,propose solutions.The author puts forward some communication management points in the operation and maintenance stage according to some of its own experience.Finally,it puts forward more practical management strategy for communication management during construction and operation and maintenance stage.P drainage can be intelligent monitoring system will be built after the city waterlogging management,traffic control and other model simulation and validation data,to provide decision support for city drainage management,traffic control and other emergency management,will also be the research on the application of the construction of smart city.
