The urban-rural fringe is one of the regions with the most controversial "Human-Environmental System(IES)" and the most serious environmental pollution.There are many types of ecological stress factors,mixed land use and complex mechanisms that are superimposed and coupled to produce tremendous treats to ecological security in urban and rural areas.There are a large number of basic research and ecological-related plans for the issues above in China and abroad.However,due to the fact that the control is too comprehensive to implement,the departments are poorly coordinated,and they are unable to effectively cope with the dynamic development trend of the urban and rural areas,the construction of ecological infrastructure and eco-safety protection goals have achieved poor results.From the perspective of urban and rural planning disciplines,this study proposes a technical route to achieve the comprehensive ecological security goals(science,ecolomy and culture)of urban and rural areas.This study bases on the characteristics of land use patterns and ecological security mechanisms in urban and rural areas,take the advantages of the possibility that urban and rural space could borrow land and resources from each other,establish the multi-functional and complex ecological-safety-related infrastructure networks,explore the strategies for blocking the interaction between urban and rural ecological security;innovate the methods to rural ecological space protection and the plan and control mechanisms for land use in urban and rural areas;explore the integration of multidisciplinary ecological and environmental technologies,make full use of contemporary environmental protection and ecological restoration technologies,optimize urban and rural ecological spatial patterns and land use configurations,and reshape regional ecological security spatial networks.Therefore,this paper proposes the idea of constructing the most basic and minimum guarantee space for the ecological security of the urban-rural fringe,the"Basic Space Network of Ecological Security Infrastructure(B-ESI)Network" to solve the problem of ecological space construction in urban-rural fringe,namely,the contradiction among systematism,adaptability,flexibility and long-term;providing scientific basis for ensuring the minimum supply of land for ecological safety;establishing a basic framework for the optimization of ecological patterns and continuous improvement of ecological service functions.The study select the Houxi River Basin in Xiamen as the research object,and designed the five major ecological subsystems such as natural,cultural,pollution control,disaster prevention and evacuation,and safe water sources in the joint area of the Houxi Township.The five systems together constitute the B-ESI network in Houxi River Basin.This study intergrate the existing and mature planning management systems under existing urban and rural planning and management mechanisms,innovate land-use classification methods for urban and rural areas,optimizing related land-use indicators and standards,and designing a series of ecologically safe targets Quantitative and qualitative indicators control.Through the statutory plan to implement the "Basic Space Network of Ecological Security Infrastructure(B-ESI)Network"ideas and methods.
