Under the background of globalization and digitalization,China attaches great importance to the construction of ports on the Belt and Road Initiative and the port industry is also in the critical stage of transformation and upgrading.To do well in the construction and operation control of overseas ports is the future path and direction to break through bottlenecks and sustainable development.On the basis of reviewing the current situation of port operation at home and abroad,this paper summarizes the traditional port operation management and control system,the related theory of digital operation,and the related theory of digital port operation management and control system.Starting from the current situation of port operation at home and abroad,and focusing on the port of Piraeus,Greece and the port area under the " Belt and Road Initiative ",the APQC process separation framework(PCF)is used to expand the system benchmarking.With its development from traditional operation management and control mode to digital operation management and control mode as the research focus,combined with the existing practice of port operation and control at home and abroad as a reference,according to Own information work experience,from the port industry status,overseas port operation mode,digital control and other aspects of practical research,construction of the port’s digital operation control system,It also summarizes the digitization operation management system and control platform that can be copied and can be used for reference.The main conclusions of this paper are as follows: the digital operation and control system of the port should be constructed in multi-dimension and whole process,starting from infrastructure management and control,core business production management and control,technical support system,operation management and control standard system,data platform practice and so on,to establish a full-link perceptual digital network;and also with the help of digital.Leverage to leverage model innovation and process reengineering,promote the integration of new generation information technology and traditional port business,create integrated management of port group resources and related upstream and downstream industrial chains,address the two major pain points of operational efficiency and customer experience,and build an open technology platform and a lightweight IT framework,unified Intelligent platform can eliminate information islands,effectively promote the comprehensiveexpansion of port logistics towards integrated logistics and supply chain systematization,promote the innovative development of the three levels of wharf,port and commerce,complete the realization of the "three-oriented" port of Piraeus,and enhance the level of port services.The paper not only establishes the technical support system,standard system and platform practice of port digital operation control,but also finds the overseas port with the value of publicity and popularization,which can further enrich and perfect the theoretical and technical system framework as well as the platform practice.As a standard paradigm for future smart ports.The greater value & significance for the operation and control of the overseas ports of the state and other enterprises in the "Belt and Road Initiative " construction.
