Study On Residents' Participation Mechanism In Sponge Transformation Of Old Residential Areas

With the development of urbanization,traditional development has made cities become more and more hydrophobic,and the problem of urban water with “more water,less water and dirty water” has become more serious.In order to solve these problems,China proposed the idea of a sponge city and set up 30 sponge pilot cities throughout the country.As a complex project,Sponge City covers a wide range of areas,among which the sponge renovation project in old communities has a large amount of construction contradiction and is regarded as a construction priority.At present,the renovation of the old district sponges places low emphasis on residents' opinions,and residents are in a situation where they are unable to participate,participate in roads,and participate in an involuntary situation,making the reconstruction projects inaccessible to residents.Therefore,in order to improve the effectiveness of the sponge rehabilitation project,residents need to be involved.The current research on sponge cities has the problem of "re-technology,light management",and lacks the research from the perspective of residents' participation.Firstly,this article analyzes the connotation of the three core concepts: old community,sponge reform,and residents' participation,and proposes that the residents' participation mechanism includes three parts: participation behavior,influencing factors,and internal logic,which provide support for subsequent research.Secondly,combing the concept of sponge reform at home and abroad as well as the residents' participation in practice,and get the differences in the three aspects: way of participation,resident participation status,and involvement of social forces.Third,referring to the citizen participation ladder theory,we have divided the five types of residents' participation behavior patterns into non participation,passive participation,symbolic participation,process participation,and cooperative participation,and concrete participation behaviors of residents in sponge renovation of old communities into the corresponding participation mode.Afterwards,based on the theory of planned behavior,the resident participation mechanism was proposed,and the logical relationship between behavioral attitude,subjective norm,perceived behavioral control,participation hindrance,convenience,and residents' participation behavior was established,and the idea of optimizing resident participation was proposed according to the participation mechanism framework.Finally,taking the Sanmaogong Community of Zhenjiang as a case,the mechanism of participation was verified through statistical and structural equation models,and based on the analysis results,the attitudes,subjective norms,behaviors of behavioral attitudes of residents in Sanmao District were observed.Three aspects of attitude put forward the residents' participation in the optimization strategy.The research results of this article can effectively improve residents' awareness of sponge cities and increase their enthusiasm for participating in the sponge rehabilitation project;help to proceed from the renovation of old communities and promote the macro-strategy of the construction of sponge cities;establish cooperative relationship between the government and the public,and promotes the reform of the national governance system.
