Research On Public Paeticipation In Traffic Congestion Management Based On Theory Of Planned Behavior

With the improvement of motorization level,it is convenient for people to travel and transport goods and it also makes the contradiction between traffic demand and supply increasing,which causes the traffic congestion problem to become more and more serious.At present,although the country has issued a series of policies and regulations to manage congestion,such as number-shaking,tail-limiting and vigorous development of public transportation,the problem of traffic congestion is still very serious.As the users and direct beneficiaries of urban transportation,only if the public accepts and recognizes the various policies and measures proposed by the government,the problem of congestion can be solved.From this,it seems that public participation in traffic congestion management will become an effective way to alleviate congestion.Moreover,public participation in traffic congestion management is also in line with the important plan of "accelerating the modernization of social governance" proposed by the Party Central Committee.In order to improve the current situation of public participation in traffic congestion management more effectively,this paper studies the behavior of public participation in traffic congestion control.By combing the literature,the concept of public participation in traffic congestion management behavior and the types of participation methods are clarified,and the influencing factors of public participation in congestion management behavior are determined by combining the behavior theory.Obtain data on public participation in traffic congestion management through questionnaire surveys,conduct normality test,reliability and validity analysis after screening questionnaires,and use descriptive statistics to analyze the basic characteristics of effective samples,the status of public participation in congestion management and the influencing factors of public participation in congestion management behavior.Expanding the theory of planned behavior using the norm activation model,and basing on the expanded theory of planned behavior and the structural equation modeling,a model of public participation in congestion management behavior is constructed.The model is verified by using questionnaire data to obtain the impact of various influencing factors on participation intention.Introduce the value function of public participation in traffic congestion management,measure the value of different participation methods,analyze the reasons for the willingness of public participation to translate into low actual actions,and formulate improvement strategies by combining the key influencing factors of public willingness to participate in congestion management.This paper analyzes the key influencing factors of the public's willingness to participate in the congestion management and the reason why the public's willingness to participate in the congestion management is translated into low actual actions,and formulates improvement strategies.The research in this paper has important reference significance for improving the status of public participation in traffic congestion management and alleviating congestion problems.
