Research On Shenzhen Urban Renewal Cooperative Governance Mechanism Based On Resident Participation

With the continuous improvement of social openness,the inclusiveness of cities in the process of development has been further increased.The concept of "people-oriented" urban development is not only the national development strategy,but also gradually become the real implementation of the development program in urban construction.A core point of its concern is how the masses can get more benefits in the process of urban development.Although Shenzhen is a city with relatively good development of urban renewal,there are regional differences in its urban renewal cooperative governance.Residents in Luohu District and Nanshan District participate more extensively.Compared with other districts,Longgang District develops relatively slowly.With the continuous advancement of Shenzhen’s urban renewal cooperative governance process,the balanced development has received further attention.With the strategic guidance of large enterprises settling in and numerous projects developing,Bantian Street is a developing area with significant development potential in Longgang District.Cooperative governance of urban renewal has just started,and many aspects are not mature enough and need to be improved.Taking Bantian Street in Longgang District as an example of residents’ participation in the study of urban renewal cooperative governance,this study is conducive to deeply exploring the problems of underdeveloped areas in domestic developed areas and providing references for similar areas in China to improve their governance capabilities.This paper adopts the method of literature research and questionnaire research to study the situation of residents’ participation in the cooperative governance of urban renewal in Bantian Street,Longgang District,Shenzhen.This paper attempts to construct an participation evaluation model,evaluates and analyzes the current situation,existing problems and causes of residents’ participation,and puts forward corresponding optimization suggestions on the basis of learning from foreign beneficial experience.The main conclusions are as follows:(1)The evaluation factors of residents’ participation in urban renewal cooperative governance include four items: residents’ participation mechanism,residents’ participation cognition,residents’ participation attitude and residents’ participation behavior.(2)The overall evaluation result of residents’ participation in urban renewal cooperative governance of Bantian Street in Longgang District of Shenzhen City is that residents’ participation is average,with large room for improvement.Among them,the participation of different age groups and educational background is significantly different.The existing problems are that there are blind spots in the mechanism of residents’ participation,incomplete cognition,differences in willingness and lack of in-depth behavior.The reasons are that there is no governance joint force between residents and government enterprises,residents’ information acquisition channels are not smooth,residents’ self-role positioning errors,and residents’ participation awareness and ability are insufficient.(3)The optimization suggestions for promoting residents’ participation in urban renewal cooperative governance include establishing a diversified coordination mechanism,enhancing residents’ participation awareness and organizational degree,improving residents’ enthusiasm for urban renewal,and optimizing the breadth and depth of residents’ participation.
