In recent years,with the acceleration of urbanization process,the scale of road construction is expanding,road grade and overall level of the road network are increasing.Meanwhile,the development of motorization has caused more and more pressure on road facilities.Traffic congestion has become a common problem.The further expansion of cities makes highway in rural-urban fringe zone gradually bear the functions of urban roads.The change of road function has changed the perception and acceptance of traffic congestion.However,the traditional traffic congestion evaluation method does not take into account this change and socio-economic impact under the urbanization development.Therefore,road traffic congestion evaluation method combined with "point-line-plane" in the context of urbanization is studied to provide support and basis for formulating traffic development strategy and traffic management plan,so as to give full play to the guiding role of traffic in urban development.To propose a traffic congestion evaluation method to meet the needs of urbanization development,the relationship between the social economic indicators and the road traffic congestion evaluation is established in the paper.Firstly,the temporal and spatial distribution characteristics of frequent traffic congestion and occasional traffic congestion are analyzed,and the formation mechanism and influencing factors of the two types of traffic congestion are summarized.Secondly,according to the socioeconomic indicators and road traffic parameters,the evaluation model of socialoeconomic importance and functional importance of road section are built respectively,and the two are conbined by means of Mean-Squared Deviation Weight Decision to propose the classification method of section and intersection based on the importance.Then,on the basis of in-depth analysis of traffic congestion characteristics and formation mechanism,the paper puts forward the congestion evaluation index system of "pointline-plane",and builds the congestion intensity evaluation model of single intersection and section by Logistic regression,and establishes the road and network congestion intensity evaluation model based on importance degree weighting.Finally,taking Xiaoshan District as an example,applied research is conducted according to the model in the paper.The impordance degree evaluation in the paper takes into account the socio-economic indicators and traffic parameters,which can be used to classify road sections and intersections to provide reference for road traffic congestion evaluation,and to provide basis for traffic planning.The congestion intensity evaluation method proposed in this paper is tested,and the results show that the goodness of fit of intersections and sections is up to 0.7 and 0.8 respectively,and the overall accuracy of the model reaches 73.1% and 74.52% respectively.Therefore,the hierarchical traffic congestion evaluation method can effectively measure the traffic operation state at different levels of urbanization,which can provide the basis for diagnosing the cause of congestion and formulating congestion control strategy.
