Safety is the lifeline of urban rail transit and eternal theme.With the rapid development of the rail transit in Nanjing,the scale of the line network increases ceaselessly.How to deal with the multiple operational problems and conduct effective safety management has becoming an urgent problem for Nanjing Metro.Therefore,based on the Interpretative Structural Modeling Method(ISM),this paper analyzes the causes of Nanjing Metro's operation failures,and discusses the prevention and control countermeasures,which are targeted and operative.First,it clusters 24 types of faults in Nanjing Metro into seven types using fuzzy clustering theory.Based on this,according to the statistical analysis about 854 operational failures occurred in Nanjing Metro in 2015,this article summarizes the distribution characteristics of operational faults in the fault types,time,space,and fault liability departments,and further analyzes the reasons for the formation of this feature.Then,based on the analysis of operational fault,it studies the functions of the 14 operating centers of Nanjing Metro,and use an ISM theory to construct a multi-level hierarchical system for the company's operating department.These 14 operational centers are divided into three different levels of responsible departments.Based on the ISM model of the operation department,and on the premise that human factors,facilities and equipment factors,environmental factors,and management factors are analysised profoundly,the ISM models of the three-level responsible department's fault influencing factors are constructed.From the many factors that lead to operational failures and their complex factors,the direct,indirect,and in-depth causes of operational failures in Nanjing Metro are revealed.Last,based on the results of the ISM model analysis about the fault liability department and the cause of the failure,this paper proposes proposal for the allocation of special funds,and fault prevention countermeasures which are targeted and available from four aspects: people,facilities,equipment,environment and management.At the same time,it proposes the establishment of emergency plan system and the construction of emergency command center.
