In the new urbanization stage,the city faces the development transformation from the incremental expansion to the stock optimization,the production,life and the ecological space boundary of the city,the maximum benefit of the land resource value and the delimiting the scientific and effective urban planning and management boundary,which has become an urgent problem to be solved in the current urban development of Zhang Qie.However,influenced by factors such as value orientation,departmental interests,professional restrictions and poor communication,the problem of planning "fight",such as different kinds of planning content which plays a leading role in the effective allocation and protection of resources,is inconsistent with the contradiction of index data and the "division" of planning management.Dalian Pu Wan New District(Dalian vice municipal level)is the youngest opening and leading area of Dalian City,the core area of the new urban area of Dalian and the new city center of Dalian,taking on the function of the city of Dalian and the northward transfer of the industry,leading the new round of development and opening to the Dalian and developing the economy,creating a new growth in the coastal economic zone of Liaoning.A very important mission,so the planning of the new district is very important.By participating in the development of the new bay new area,the author finds that there is a clear contradiction between the planning of the different functional areas in the new bay area,that is,the two opposite requirements for the construction and non construction of the same land space and the different space planning,which leads to the difficult implementation of the urban and rural space resources management.In the case of the case,the author tries to explore the planning scheme of the new bay new area under the background of "multi regulation",trying to explore the path and technology of the construction of the "multi regulation" system in the New District,through the analysis of the theoretical research of the current domestic and foreign planning coordination system and the analysis of the basic characteristics of the multi rules and the analysis of similar comparative cases.The method of operation.
