Research On Planning Integration With Interpretation Of Brisbane Planning Scheme

In May 2019,the Several Opinions of the CPC Central Committee and the State Council on the Establishment and Supervision of the Territorial Spatial Planning System was promulgated and implemented,which established a five-level and three-category territorial spatial planning content framework corresponding to the administrative system of planning types and levels.Different types and scales of planning have been formed in each administrative area,thus presenting a horizontal and vertical network structure.However,the transmission and coordination between all levels of planning is not clear.As an important level in the system that focuses on implementation,it's a complex issue required urgent attention that the municipal territorial spatial planning how to realize the topdown transmission of the municipal planning,county planning,and township planning and the horizontal coordination of the master planning,detailed planning and special planning in the administrative region of a city.Through the overall translation and studying of the Brisbane City Plan 2014 document,as a statutory local plan,the document organically integrates all the planning content in the in the administrative region of a city with an internal integration,forming a single level comprehensive document group of city plan with close relationship between the planning content and implementation path.The "single-level" here is derived from the single-level local city government in Australia's administrative divisions(i.e.there is no administrative division unit below the municipal unit).The district-only local government in China,with Guangzhou as an example,is a single independent government in some degree which has only the municipal districts administrative division unit below the municipal unit.Therefore,this paper puts forward the following assumptions: the municipal administrative-region territorial spatial planning of the district-only local government could refer to the planning integration of Brisbane planning scheme,which organizes various planning contents by the internal organic mode.It could change our thinking patterns for planning from graded-classification to organic-integration,which contributes to realize the onestep preparation mode of the municipal territory spatial planning led by the municipal government.It is hoped that an organically integrated comprehensive documentation group for municipal administrative-region territorial spatial planning will be formed.First,by comparative studying and reviewing,this paper analyzes the similarities and differences between Queensland and China's respective planning affairs in terms of power relationship,planning system reform process and its content form.It can mainly demonstrate the reference found for the district-only local government in China,with Guangzhou as an example,to the planning integration of the single-level municipal planning comprehensive document in Brisbane planning scheme.Secondly,the form of "introduction + simplified version",systematically simplifying the text of Brisbane City Plan 2014 document with detailed planning content,will visually present its overall framework structure and the method of content organization in the form of simplified version,which contributes to research its integration method of single-level city plan document.Finally,by deconstructing,sorting,interpreting and summarizing Brisbane planning scheme,it is concluded that the strategic goal formation and decomposition path is the vertical transmission of planning and the goal implementation path by clearing the application level of development codes is the horizontal coordination of planning.On the other hand,two planning presentation online tools(e Plan and interactive mapping)of Brisbane City Plan 2014 provide the hard-core technical support for planning integration.It concludes that the effective integration mechanism,concise presentation mode and online tool technical support are the key to the integration of the complex planning content into the integrated document group of the city plan.It is expected that the research on the planning integration of Brisbane planning scheme document could provide an enlightenment about changing our thinking patterns for planning from graded-classification to organic-integration for the single-level municipal administrativeregion territorial spatial planning in China,so as to improve our planning transmission and coordination.Especially the district-only local government,with Guangzhou as an example,it provides a new direction or a new option to eliminate the structural problems about the transmission,coordination and organic integration of the planning content,so as to achieve multi planning compliance in the new stage of territory spatial planning preparation,which ensure the implementation of the municipal administrative-region territorial spatial planning.
