Recently,Chinese engineering construction enterprises are faced many risks influenced by the external environment,such as the problem of high energy consumption and low profit,the over-capacity,the rise of production factors,the excessive competition in the market,and the extensive mode of enterprise management.Therefore,how to increase the profit while reduce the consumption by cost control is becoming to be the most important problems in many engineering construction enterprise concern.Setting GRBC as the research object,this paper aimed at the existing in the construction enterprise project cost management,control,trace,assessment,and many other problems,and combined with cost management present situation and existing problems of GRBC,and introduced the operation cost method,the elaborating management,norm cost method and cost management theory,and put forward to 0#account as the new project management dimension,the alternatives to traditional single WBS or PLS management dimension.0#account is a new management dimension that produced by the corresponding to WBS and PLS.When we prepare a 0#account,we firstly comb the WBS of this project on the basis of the construction drawing,and then hang PLS to the WBS.If we also want to do fine management of resources,we also can allocate the resources to 0#account.With an bridge project as an example,this paper is to illustrate the details of s the establishment process of 0#account.This paper continues to utilize the bridge projectto show how to prepare project budget cost on the 0#account for the dimensions,and how to collect the accurate record and monitor the project process.0#account cost management system in the practical application shows the obvious advantages,the system can be made the project tasks more detailed,and it can be related to the contract,schedule and cost,and all they achieved fine division and unification.Project cost can be summarized and compared in the different dimension,easily to find and fix the problems in a timely manner..Finally,this parper concludes that the system can effectively help enterprises to optimize the cost management,and help to find the conclusion of building enterprise standard quota,by the comparison and analysis about the system implementation effect before and after.At the same time,this paper also points out that there is a big problem of workload about catalog,and suggests to combine the informationization means to ease the use difficulty,and consider more flexible joint so as to adapt to the needs of different enterprises.
