Implementation of the western development strategy,speeding the development of central and western regions,it is a major strategic decision of China's modernization to deploy,and it is also an important part of the national economy "Twelfth Five Year Plan".Xinjiang is the key areas in country's western development;Kashi is one of the important cities in southern Xinjiang region.Xinjiang Huadian Kashi Power Plant started Phase ? expansion project in 2009.Since power engineering construction projects are concerned with large investment,long duration,complex systems,economic status and other characteristics,during planning and construction process,there are more unpredictable factors;project investors will inevitably face a variety of risks,If not on guard,it might be affect the smooth construction of power engineering,even lead to serious consequences.Therefore,to carry out this project risk analysis,it is particularly urgent and necessary.According to power industry characteristics,specialistic experience and relevant technical standards,regulations,the paper is identified to be studied in this risk category.By supply of fuel for power plants,water supply of electricity,we process two load market demand for market risk analysis perspective;Prepared from the plant process systems,equipment selection of advanced technology,reliability and applicability,we process technical risk analysis perspective;From the project construction area engineering geological investigation and hydro meteorological results,we process risk analysis of the results of natural disasters;From the project funding planning,financing,budget execution and return on investment perspective,we process risk analysis for project funding;From the state sector management and environment protection and energy conservation policy,we process perspective for policy risk analysis;By Transportation from the power plant,fuel supply,the external power supply,we process external collaboration approach to engineering risk analysis.Used of risk management related theory;combined with the engineering characteristics,risk analysis and evaluation model is built,Using qualitative and quantitative analysis by means of various risk factors and their likely consequences of the severity of its consequences,we conduct a risk assessment and propose appropriate risk response and control measures.According to the above analysis and research,it is identified in the paper:the change of planning and law is the most serious risk that should be first controlled and prevented,All in all,they could control,controlled evaluation findings.Conclusion is clearly put forward for the various problems what the project construction side should focus on in the construction process.This paper aims to provide important reference to the Xinjiang Huadian Kashi Power Plant Phase ? expansion project,also to other power engineering construction project risk analysis with reference value.
