Salt Lake is a valuable natural resource and an important strategic resource for the country.The Salt Lake Resource System is a complex giant system that includes multiple subsystems such as resources,the environment,the economy,the technology,and the industry.As a product under the influence of the natural process and the human process(development and utilization),Salt Lake is experiencing a dynamic process of change.It is very important to rationally develop and utilize the resources of salt lake and protect the fragile inland arid ecosystem through dynamic monitoring and control of its changing laws.Due to the special geographic,geology and climatic conditions,the distribution of inland salt lakes in China is often threatened by the floods generated from the upstream.Salt Lake floods will cause huge losses,small to dissolve salt mines and hinder production,large to affect the global related salt market fluctuations.In addition,the flood is also threatening the life and property safety of the employees of salt lake enterprise.Based on the particularity of salt lake,as a case study of West Taij inair salt lake,this paper analyzes the characteristics of flood disaster and the influence mechanism of flood on the exploitation of salt lake itself and related enterprises.And on this basis,the following main research results are obtained:(1)Based on the historical data,this paper analyzes the water level,flow rate,water chemistry and lake area of West Taijinair salt lake.Based on the data of the original monitoring data,Regional coverage,focus on monitoring,economic succinct,functional compound,automated monitoring and manual monitoring combined with environmental protection and other monitoring network set principles.According to these principles,and then selected eight monitoring sites,including rainfall,flow,water level as the main monitoring indicators.The deployment of these eight monitoring stations meets the needs of flood warning and emergency response.(2)Based on the monitoring network,the flood warning and warning system of West Taijinair salt lake is designed,which includes three components:monitoring platform,communication platform and control management platform.The control management platform is responsible for the management of monitoring information analysis and early warning information to determine and publish.The TOPKAPI model is used to simulate the upstream of the basin.From the simulation results of May to October 2013,the effect is good and can be used for the analysis of the flood warning in the West Lake.At the same time,DEM data were used to analyze the submerged area,and the submerged states of the water level were 2682m,2862.5m,2863m and 2863.5m respectively.In order to flood the early warning according to the degree of danger from high to low is divided into four warning.(3)Combining with the actual situation of enterprises in the lake area,the emergency response mechanism of flood disaster is designed,including the preparation and publication of the emergency response plan of Salt Lake flood,propaganda and training,plan exercise,evaluation and revision.According to the four warnings of flood disaster,the flood emergency response is divided into ?,?,? and ?,and the corresponding response measures and processes are described.In addition,in consideration of the various functional departments of the enterprise,according to the functions and positions of various functional departments,set up a logistics support group,material security group,engineering equipment rescue team,transport team,financial security group,alert security team,Monitoring the communication team,command and dispatch teams and other emergency agencies and clear their responsibilities.This will meet the technical,capital,rational allocation of resources and other aspects of protection.The monitoring,early warning and response involved in this study is an inseparable system,and the whole system is researched and improved in practice,which can guarantee the safety of the lake more quickly,accurately and reasonably.
