Guanghan city is located in Sichuan center lots with the development of high-t ech industry,"the sea level elevation of 455 meters to 700 meters,the territory of many rivers,the Yangtze River Basin are the Tuojiang river.In Guanghan there are four major rivers,Shitingjiang Mianyuan River and Jianjiang,Qingbaijiang,and M a Muhe,Meng Yang,Ping River Bridge,jiangjiahe nine waterlogging River,and als o the distribution of many water conservancy projects in Dujiangyan irrigation canal,which together constitute the Guanghan river network intensive.The four rivers of the Tuojiang River system originate from the Longmen mountains,which are the s torm areas of the mountain head mountain.The rainwater harvesting area is large,t he flood peak value is high,the confluence time is short,and the mountain torrents are carrying a lot of sediment,which is easy to cause great flood threat to the lo wer reaches of the river.This paper investigates the status of flood control work in Guanghan City,anal ysis of flood control system problems,through the analysis of the early warning of the successful case,attempts through the construction of monitoring and early war ning system,improve flood prevention and early warning,to establish a scientific monitoring and early warning mode,in order to find flood monitoring and early wa rning system for Guanghan's actual situation,and put forward several suggestions o n flood monitoring and early warning system.The main conclusions are as follows:(1)The upper reaches of every river in Guanghan are controlled by the rainfal l in the rainstorm area of the head mountain,and the intensity of the rainstorm is heavy.If the rainstorm happens in the plain area,the flood will happen.Due to fu nding reasons,there are still some rivers in Guanghan do not build standard emban kments,the construction of flood control projects in the region lags behind.(2)The current situation monitoring system of Guanghan city 24,50 monitorin g stations,flood disaster prevention consciousness is weak,lack of data leakage and flood disaster;.Hydrological monitoring network and a simple rainfall station const ruction quantity are few,but still can not meet the requirements of flood monitorin g and early warning.(3)Analyzed the water situation monitoring facilities and flood warning platfor m,discusses the requirement analysis of flood disaster survey and investigation cont ent,investigation and analysis of historical flood disaster,the Guanghan flood riskarea and risk distribution.(4)Analysis of the flood warning index system,which includes rainfall station early warning index and risk warning rainfall rainfall,water level stations early w arning indicators are divided into: warning level and risk level;the study of critical rainfall rainfall warning index by temporary danger zone P=50% corresponds to th e value as the reference value of early warning indicators.The critical rainfall calc ulated values as to transfer warning indicators to set flood control and monitoring s ystem for transfer to the center point of the warning threshold;the calculated critic al rainfall value as the immediate transfer of early warning indicators,to set flood control and monitoring system for immediate transfer of warning threshold.(5)Analysis of the monitoring data acquisition mode and method,main station network arrangement and monitoring station design and implementation,initial cons truction of flood monitoring and early warning system of Guanghan City,the syste m is based on the data real-time monitoring data transmission and data information processing as the basis,according to the warning threshold as the core,mainly by the communication network,database,early warning system,the main functions in clude real-time water and rainfall data collection,data screening,early warning info rmation,at the same time of the early warning system,information release process is analyzed,in addition to the Guanghan City,the maintenance and management of flood monitoring and early warning system to put forward specific requirements.
