Research On Standardization System For Safety Operation Of Hydro Power Enterpriseand Its Applications

At present,China's power production safety accidents have occurred frequently.According to the former statistics of State Electricity Regulatory Commission,national electricity personal injury accidents happened 173 times from 2005 to 2010.The installed capacity,unit type,mode of production and organization in domestic hydroelectric enterprises are different with "fragmented" state.Establishing standardized mechanism for safety complying with the new situation hydroelectric companies can effectively prevent from electricity life casualties and other incidents occurring,and has important implications for the stable development of China's hydropower business.The requirement for safety standards system construction and formation mechanism for its forced drivers were deep analysised,and the safety standard system for domestic hydroelectric enterprises was built based on dual hierarchy of "repository" and "reuse module" with the process "preparation-Planning-standards-implementation",and the system was applied in hydropower production management practice of Si Chuan Power Development Co.Ltd.of Sinohydro Corporation.The main contents are as follows:(1)Compared with the foreign advanced power industry safety standards,the research status of the safety system in the domestic power industry was introduced from frameworks and content.Basis of this,the construction of the China's hydropower industry standard system was introduced.Analyzed three big enterprise standard system in actual use of the main defects in the management level and technical operation level,contains of hydropower industry to adopt more standard system hierarchy,management standard,working standard and technical standard.(2)From the two angles of the real problems and feature recognition,through the aspects of the general situation of the electric power production safety,electrical laws and regulations,the rapid development of Hydropower Enterprises and Wide application of new technology for electric power,the problems about safety standards of China's hydropower enterprise management at present was concluded.The relationship between the hydroelectric power enterprises safety standardization management problems and management link,management elements was built.And the safety standard system using the methods of work about comprehensive safety standardization was built.(3)Using interaction of security management standardization driving relationship as a starting point,the formation mechanism of safety standard system construction driving in hydroelectric companies was analyzed.From control of government power regulators,power industry norms and constraints,social environment,and innovation management and benefit inside hydroelectric companies,the action of the obliged driving of the safety standard system in hydroelectric companies was analyzed.(4)According to the connotation of management standardization,compared with the traditional standard,and then the methods of the work hydropower enterprises safety standard is introduced,which interpret the definition and theory foundation of comprehensive safety standard,the continuous improvement strategy based on the PDCA cycle(Deming cycle)was established and the standard system's structure design of hydropower enterprise safety production was built.(5)Taking Si Chuan Power Development Co.Ltd.of Sinohydro Corporation(hereinafter referred to as the Chinese Sichuan Electric Power Construction Company)for example,the construction process of Safety standards complexes at Hydroelectric enterprises,including the confirmation of standardized objects,construction of coordinating agency,the coordination and planning of Safety standards complexes,and establishes safety standards,as well as implementation of safety standards,was explored.Through this research,"Hydroelectric enterprise safety standards" was established based on comprehensive standardized methods.According to actual situation of SiChuan Power Development Co.ltd.of Sinohydro Corporation,the company carried out this standard system which achieved target of zero accidents.Therefore it was proved that the research is contributed to the production of hydroelectric enterprise security and it can be further extended to other hydropower companies.
