The 21st century is the century of the ocean.Marine economy is booming in Indonesia,Malaysia,Philippines and Vietnam, and shipbuilding has become one of the key sectors in these countries. The four countries are among the world's top 20 in the tonnage of Ships built in 2015,but the local shipbuilding enterprises mainly produce small and medium-sized ships and the international competitiveness of shipbuilding industry are not outstanding except Philippines. The four countries have a weak steel industry and rely on imports to meet its growing demand for steel, which has imposed certain constraints on the development of the downstream shipbuilding industry. However, its port throughput scale ranks among the top in the world, and the tonnage of ships owned and registered by the shipowners in these countries is increasing except Philippines. The great potential of the inland shipping is expected to further boost its demand for ships. The shipbuilding industry of the four countries have a strong comparative advantage in natural conditions, human resources, market demand and international cooperation.Global industrial transfer, domestic sustained economic growth and support of the government give the shipbuilding market a development opportunity at the same time. However, low structural level of ship products, deficient supporting industry, insufficient professional talents and huge financial pressure are problems need to be solved. In addition, the international competition of shipbuilding industry will become fiercer due to the excess capacity in global shipping market and the decrease of ships demand.Changing shipbuilding standards, lagging infrastructure, imperfect government management mechanism and widespread corruption will restrict the development of shipbuilding industry. As one of the three largest shipbuilding countries in the world,China's production capacity cooperation with the four countries is an inevitable trend.Based on regional leading industry selection theory and industrial cluster formation theory, this paper investigates the development of shipbuilding industry in Indonesia,Malaysia,Philippines and Vietnam, expounds the status of the shipbuilding industry and its main upstream and downstream industries, analyzes the advantages, disadvantages, opportunities and challenges of the four countries in developing shipbuilding industry, discusses the cooperation between China and the four countries on shipbuilding capacity. The first chapter is the introduction, which mainly elaborates the background and significance of the topic, literature review, relevant concepts and theories, research methods and article structure. The second chapter mainly introduces the development status of shipbuilding industry in terms of order, foreign trade and competitiveness. The third chapter discusses the development of the upstream steel industry and the downstream shipping industry and its influence on shipbuilding industry in these countries. The fourth chapter analyzes the advantages, disadvantages, opportunities and challenges of the four countries in the development of the shipbuilding industry. The fifth chapter explores the cooperation between China and the four countries on shipbuilding capacity.
