Electricity theft seriously disrupts power order, and results in high non-technical loss. The existing identification methods still have some limitations, because they did not explore the inner relationships of electrical parameters. In this paper,a new identification method based on the transmission gain of electrical parameters is proposed. This new method aims to judge the reasonableness of user's power consumption based on real-time operation data.Firstly, two kinds of electrical operating parameters, power and voltage, are selected as the criterion reference.Secondly, when power grid is running at steady state, power transmmison relationships and voltage transmmison relationships are analyzed.Thirdly, several accurate identification criterions, which do not change with the change of power network, are proposed. These criterions are based on the consistency of electrical parameters' transmission relationships and line impedances, and are applicable to both normal transmission lines and T-connection transmission lines.Once measured values of electrical parameters do not meet the criterion consistency requirement,it can be judged that electricity theft occurs, and the time point is the starting point of theft. When measured values meet conditions again, electricity theft ends, and this time point is the end point of theft. Then,a theory to accurately locate the location of theft, calculate its load, and record its lasting time is posed. And a derivation process to supplement public node data of T-connection lines is posed as well. Finally,a simulation model based on an actual power grid is established. Its data results proves the feasibility and effectiveness of this new theory.Compared with the existing identification methods, the theoretical basis of this new method is power transmission relationships and voltage transmission relationships. These two kinds of relationships essentially indicate the matching relationship of grid impedances. For the same branch, its power transmission relationship and voltage transmission relationship correspond to the same impedance matching characteristic.Based on this feature, new identification criterions posed in this paper do not change with the change of power network. Also, these criterions can realize real-time remote monitoring of lines and power consumption situations, thus provides a strong theoretical support for electricity-theft identification work.
