With the rapid development of social economy and the continuous expansion of the scale of urbanization,China's land use problems are increasingly prominent: urban land tension,people and earth conflicts intensified,many urban built area coverage is too high,resulting in lack of land resources,towns Development is facing a shortage of spare time.In the face of these increasingly prominent issues,we must find a more rational way of land use,to explore more scientific,rational,efficient and intensive use of land resources.As a way of redevelopment of construction land,urban renewal plays an important role in alleviating the shortage of urban land and improving the efficiency of urban land use.However,in the past practice of urban renewal,due to the city to update the project scattered,the large number,and the lack of transformation funds,many cities in the city to update the work difficult.Under this background,it is very necessary and urgent to explore and study the priority of urban renewal project.It is very important to construct the urban renewal priority project to promote the urban renewal work.Based on the data of Shou'e District's "three olds" transformation and mapping and the field research,this stud y deeply studies the implementation of the urban renewal project in Shunde District,builds a scientific and reasonable evaluation index system through analytic hierarchy process and expert consultation method,This paper establishes the evaluation index system of urban renewal project transformation potential and the evaluation index system of urban renewal project urgency,and then constructs the model of urban renewal priority project from the two aspects of efficiency and fairness,and makes use of mixed genetic Algorithm to solve the actual needs of the site selection program to verify the accuracy of the model,scientific and operational,for the government to determine the timing of urban renewal project to provide a practical basis for the transformation.The main results of this paper are as follows:(1)Construct the evaluation index system of urban renewal project transformation potentialIn this paper,according to the research literature of urban renewal,at the same time,through field investigation and expert consultation,this paper takes into account the characteristics of urban renewal land and its surrounding factors,from the aspects of land use,economic factors,social factors,ecological environment factors and policy factors And constructs the index system of urban renewal project transformation potential,which contains 17 indicators.(2)The evaluation index system of urban renewal project urgency is put forwardIn the past,the research on the importance of urban renewal projects(such as the transformation potential)as the basis for determining the timing of the transformation,this paper that to determine the timing of urban renewal project not only to consider the importance of the project,but also consider its urgency.The degree of urban renewal urgency refers to the renewal of the plots' own attributes,the living conditions of the residents and the degree of the demand for the renewal of the land in the regional economic and social development.It can measure the urgency of the urban renewal plots in a comprehensive and objective way.Choose an important basis for priority transformation project.In order to measure the relative urgency of the renewal of the land in the cities,this paper constructs the index system of the urge ncy of the urban renewal project from the two aspects of the present situation and the development,which contains 11 indicators.(3)Using the method of quantitative and qualitative combination to construct the model of urban renewal priority projectThe decision of urban renewal project transformation can essentially be classified as a multi-objective spatial optimization problem.Therefore,based on the theory of urban renewal,multi-objective optimization space location and genetic algorithm,this paper discusses the priority of urban renewal The goal of the project site and the definition of the constraints and the expression of the function,and the establishment of the "three old transformation" chart library of the vector plot as the research unit with the constraints of multi-objective optimization of the hybrid genetic algorithm urban renewal priority transformation Project location model.(4)For the city to update the priority of the project to determine the provision of scientific and rational toolsIn this paper,the empirical study of Shunde District of Guangdong Province is carried out.The results of the site selection are both balanced and efficient,and a balance between efficiency and fairness is taken to verify the validity and operability of the model.Which can provide scientific and reasonable reference for government decision-making.
