| With the rapid development of urban economy and the gradual improvement of people’s living standards,the demand for water in cities and towns is increasing.The water supply facilities in the past can not meet the demand for water in cities and towns,nor can they meet the water standards of the people.On the one hand,it promotes the rapid development of urban water supply project construction,and it also requires more and more urban water supply project construction.Due to the late start of urban water supply project construction,problems such as substandard quality,serious cost overruns,construction period overruns,safety accidents occur from time to time.Fundamentally,the problem is that the construction unit failed to take reasonable and effective project management methods in the process of project construction.There is a close relationship between the objectives of the project,but the construction units in the construction production often neglect the link between them,can not reasonably allocate project resources,resulting in a variety of problems.The facts show that only when the project objectives are considered as a system as a whole,the objectives are considered comprehensively and integrated management is carried out,the project management efficiency can be improved and the probability of engineering problems can be reduced to the greatest extent.Firstly,this paper combs the theory of target integrated management,the ideological connotation of earned value management,the basic parameters of earned value management and the process of earned value management,and expounds the relevant theory of AHP-FCE evaluation method;secondly,it analyzes the relationship between the objectives of urban water supply project construction from various aspects,and analyzes the project in detail.The opposites and unified relations among the five objectives of time limit,quality,cost,safety and environment are summarized,and the integrated management of the five objectives of the project is summarized.The grey relational degree evaluation method is used to optimize the earned value management scheme,and the improved earned value management is applied to the Huayingshan Qujiang Water Pumping Project to control and manage the progress,cost,quality,safety and environment of Huayingshan Qujiang Water Pumping Project.To validate the feasibility and effectiveness of the multi-objective integrated management in the construction of water supply projects,the performance evaluation of the Qujiang water project is carried out and the implementation effect of the multi-objective integrated management is evaluated. |
