Research On Integrated Management Of Urban Rail Transit Construction Projects

With the acceleration of the process of urbanization, urban rail transit construction of China has moved into a high-development stage. While the urban rail transit is in the large-scale construction, its management has not been raised to an equal level. Therefore, a research on how to manage the urban rail transit with the complex system trait scientifically and effectively is of vital importance. The integrated management is the output of the need and development of the project, the whole of which is to establish the system of project management to ensure the integrity of organization and objectives. Combined with project characteristics and project management problems and its reason analysis of urban rail transit construction, an urban rail transit construction integrated management system frame has been proposed and modes have been built. A project integrated management system has been made up based on three aspects including the organization, the process and the element integrated management.First of all, by using the integrated management and the system theory, the parties integration of project has been carried out based on an information platform support system and a network structure which can dispose the information of all the parties in time to make it effective and smooth for the parties to share information, which can realize the organization integrated management of urban rail transit construction. Secondly, according to the whole life cycle system theory, the dissertation divides the whole life cycle of urban rail transit construction into several stages, analyses the process integrated models in hand and uses different management models to manage urban rail transit construction decision-making, design, construction and operation stages integrated and the full life cycle stages of different degree. Finally, an improved earned value theory has been put forward and a mode of the three objectives: quality, cost and time integrated management for the urban rail transit construction has been set up with the AHP-FUZZY assessment method to control elements in the construction stage of the urban rail transit effectively and scientifically. Also, the mode has been proved its feasibility by an engineering example.The dissertation discusses the integrated management methods and modes of the organization, process and element of the urban rail transit construction deeply, put forward an effective integrated control method towards the rail transit construction, sets related modes, and makes an empirical analysis of an urban rail transit engineering, which is of great significant and value for the improvement of management and control of the rail transit construction in our country.
