The report of the Nineteenth National Congress of the Communist Party of China put forward the strategy of Rural Revitalization for the first time and put forward "five revitalizations".The strategy of Rural Revitalization has also entered the public horizon as a new measure to solve the problems of agriculture,countryside and farmers.In view of the current development situation of our country,unbalanced urban and rural development and inadequate rural development are the most important issues that need to be solved urgently,which are related to the well-being of the people.Since the reform and Opening up,under the inspiration of "bringing wealth first and then getting rich",all parts of the country have experienced a period of unbalanced priority development,no matter coastal and inland areas,Eastern and Western areas,cities and rural areas.After more than 30 years of "getting rich first",the vast underdeveloped rural areas in China have become "the last rich" areas.As an indispensable tool to achieve the goal of revitalizing the countryside,rural planning has an endogenous motive force for its development and renewal.After getting rid of the influence of blindly following the ideas of urban planning in the past,how to carry out rational planning in rural areas has entered our vision as a new proposition.Over the past decade,China has been increasing investment and practice in rural planning and construction.Especially in recent years,beautiful countryside,idyllic complex,Characteristic Towns and other rural construction projects emerge in an endless stream.Finally,the strategy of Rural Revitalization as a programmatic policy to solve the "Agriculture,Countryside and Peasants" Problem has entered our vision.On the basis of fully understanding the connotation of the strategy of Rural Revitalization and combining with the analysis of relevant theories and practical research at home and abroad,this paper analyses the current situation of rural areas in underdeveloped areas under the guidance of rural revitalization,such as the serious phenomenon of population loss,backward mode of production and operation,inadequate allocation of facilities,imperfect establishment of talent team,distorted values and backward rural governance system,and the lack of funds for agriculture,countryside and farmers.On this basis,the paper summarizes six promotion strategies of rural construction in underdeveloped areas under the guidance of rural revitalization.Then it puts forward the innovation of planning methods.It analyses the innovation of rural planning methods in underdeveloped areas from the following aspects: breaking the restriction of administrative divisions on the establishment of planning areas,establishing the system of industrial integration and development,activating the rural land market economy,building a new rural talent system,establishing a new rural governance system and revitalizing rural culture.Finally,through the analysis of the planning case of the Chuaigutuan Rural Revitalization demonstration area,and on the basis of the full investigation of the current situation,the paper makes an analysis of its superior planning,population,land,industry,history and culture,so as to determine the planning measures of the demonstration area in the aspects of land integration,industrial integration,spatial structure and rural governance,and verify the above-mentioned methods.The method of rural planning guided by Rural Revitalization explored in this study can be used as a reference to solve the problem of copying urban planning blindly and lacking its own independence in rural planning in the past.And can better meet the new era of Rural Revitalization Strategy for the development of rural areas envisaged,in order to achieve the "two hundred years" target on schedule.
