A Study On Land Spatial Planning At The Village Level From The Perspective Of Rural Revitalization: Theoretical Approaches And Countermeasures

The rural revitalization strategy proposed by the 19 th National Congress of the Communist Party of China has become an important measure to resolve the main contradictions in our society in the new era.The tools have also undergone several rounds of update and development.Since the reform and opening up,various localities have conducted a lot of practical explorations of rural planning and construction.Policy projects such as "new rural planning","beautiful rural construction",and "rural complex" have emerged endlessly.At this stage,the rural revitalization strategy has entered The academic field of vision provides policy guidance for the construction of China's land and space planning system.Based on the policy background of the rural revitalization strategy and the development status of rural areas,combined with domestic and foreign research reviews and practical experience studies,this paper clearly distinguishes the types of rural planning,and points out the development characteristics and status quo problems of different types of villages,such as spatial management confusion and functions.Structural imbalances,convergence of planning models,weak implementation guarantees,and analysis of development trends of village-level territorial spatial planning.Based on this,the theoretical path of village-level land space planning from the perspective of village revitalization is discussed.Through a full analysis of the connotation of rural revitalization strategy and land space planning,the mutual feedback relationship between rural revitalization strategy and land space planning is summarized.And put forward the theoretical path of village-level territorial space planning from the aspects of ecological space,industrial economy,social culture,and rural governance.Finally,based on the theoretical path explored above,this article conducts an empirical study using Hutang Village's village pilot plan as an example.Aiming at the actual development ofHutang Village,this paper has four levels: ecological maintenance,industrial development,social culture,and implementation guarantee.Proposed planning countermeasures,such as clarifying the control of global use and optimizing the ecological security pattern;improving the multiple functions of the village and optimizing the rural industrial structure;improving the rural social network to highlight the characteristics of local culture;improving the rural governance system and implementing construction goals.This paper summarizes the theory and practice of village planning at home and abroad,summarizes the current situation and development trends of rural development in China,and discusses the theoretical path and coping strategy of village-level land space planning based on the perspective of village revitalization,with a view to the land space planning of China The system construction provides some reference.
