With the advanceme:nt of national urbanization’s pace,domestic cities are strengthening the construction of municipal infrastructure,among which the urban rail transit is the priority.For the enterprise which is engaged in the integration and construction of the rail transit signal system,this market environment is both an opportunity and challenge.Opportunities are many construction projects and good market prospects.Challenge is that there are many enterprises engaged in the integration and construction of signaling system in the current domestic market and great competitive pressures.Meanwhile the localization rate of signaling system is improving,and the cost of single km is also tend to decline year by year with the change of market environment.So in such a market environment,the competitiveness of the enterprises should not only have superb technical level,but also need to improve the management of the duration,quality,safety,risk,cost and other aspects,and improve the management level of projects.The management of the cost is the most important thing.It is the same as the core technology,so the enterprise must master a set of effective cost management system and methods.At present,many enterprises still exist some problems in the project cost and cost management.The control process of project cost lacks cost prediction,cost decision,cost plan,cost control in advanced and middle control of the whole process.Only at the end of the project or at a certain stage,they account the cost,which frequently causes the phenomenon;"Sanchao".The consciousness of cost management is weak.Although many enterprises have carried out the project contract system,as a result of the weak awareness of cost control and the lack of the management ideas of the whole control,the contracted goal is difficult to realize.The control method is not perfect.Although some enterprises have carried out cost control,they fail to effectively combine and manage the cost,schedule and quality and cannot effectively identify the factors which affect the cost.The enterprises with signal system integration projects also exist the issues of cost management.With the help of the theoretical knowledge,management tools and methods of cost and cost control,and the combination with the actual cost control of the integrated project of urban rail transit signaling system,this paper comprehensively analyses the seven-link and three-stage cost management system.Through ABC classification and earned value method,this paper analyses the key points and difficulties of project cost control in this kind of enterprise and the corresponding measures,focusing on the equipment and material composition.The difficulty is the cost of project implementation and management.Grasp the key cost control,solve the problem of high cost of equipment and materials for a long time,and effectively control project implementation and management cost by strengthening assessment and decomposing responsibility cost.On the one hand,it is beneficial to promote enterprises to establish a complete and scientific cost control system,on the other hand,it can effectively reduce management costs and implementation costs.In view of the importance and the necessity of the implementation of enterprise’s cost management and some existing problems in the cost management,the author wrote this paper.Based on the theories and taken enterprises engaged in the rail transit signal system integration as examples,the paper explains the ideas and methods of cost management.It makes the combination of theories and cases,and provide reference for some enterprises which are existing problems in the cost management.It also gives a helping hand for the long-term development of enterprises in the fierce market competition environment.
