In the 21st century,China insists on development of nuclear energy safely and efficiently.In addition to introducing mature nuclear power technology from other countries,China is also developing its own advanced reactor-types vigorously.Among them,modular high temperature gas-cooled reactor nuclear power plant(HTR-PM)has attracted much attention because of its fourth-generation nuclear power properties and excellent inherent safety performance.Huaneng Shidao Bay Nuclear Power CO.,LTD(hereinafter referred to as the company)constructs and operates the world's first modular high temperature gas-cooled reactor demonstration power station in Rongcheng.Shandong Province.The purpose of the project is to prove that the technology of the reactor-type is feasible and commercially available,with a view to subsequent promotion worldwide.HTR-PM started construction in December 2012.In order to ensure the smooth development of the project,the company has planned,established and implemented a comprehensive management system.The quality assurance system consisting of the quality assurance outline and the related procedures of the outline is to meet the safety requirements of the unit by mean of establishing and implementing procedures to ensure that all items and services meet the quality requirements.Based on the current mainstream theories of TQM and the modern well-known quality management schools,combined with the evolution of nuclear power quality assurance requirements in the past half century,this paper first outlines the QA system in the design and construction stages of HTR-PM.briefly describes 12 areas of project QA,and summarizes the quality management work carried out by the owners in the design and construction stages of HTR-PM.Then,by comparing the QA system of HTR-PM project with the latest general safety requirement for management system-No.GSR Part2 issued by IAEA(International Atomic Energy Organization)and the latest GB/T 19001-2016 standards issued by China according to ISO 9001-2015,we can find out both good practices and improvements of the QA system in the design and construction stages.In the same time,we also check with excellent peers to find possible ways to improve.Finally,by summarizing the results of various evaluation and improvement activities since the start of HTR-PM,the paper seeks for the problems existing in the evaluation and improvement activities and the deeper problems revealed in the evaluation and improvement activities,with a view to improving the modes and methods of such activities and trendly summarizing the evaluation and improvement results,so as to enhance the project quality management level.Through the research,the problems of safety culture cultivation in the QA system of HTR-PM project in design and construction stage are found.More suggestions are put forward,such as performance-centered QA and improvement,and strengthening the management of important equipment suppliers.
