In this case, The establishment of construction quality assurance capability evaluation system on construction business is a serious problem, which is used to manage construction quality for owners during the construction project.Firstly,The study conducted a survey analysis in the field of construction engineering related to construction quality assurance capability at home and abord. On this basis, summarized the status of construction quality assurance capabilities about construction enterprise under the owners perspective. Then,Through site investigation and document analysis method, based on the analysis and the impact factors of construction quality of construction enterprises the article established the initial indicators of evaluating construction companies in quality assurance capability under the owners perspective.Through the Delphi method, filtered and optimizated the initial index system, using the AHP calculated and determined the weight of each index, Applicating the fuzzy comprehensive evaluation theory builded a evaluation model which could evaluate the construction quality assurance capacity about construction enterprise under the owners perspective. Finally, Hua Yuangang resettlement housing project as an example of the case study, and further verified the validity of the model, There is a good reference and guidance for the practical work.
