In this paper,relevant theories of public management,including externality theory and Smith model theory,are used to collect data and conduct statistical analysis by literature review method,statistical analysis method,interview method and questionnaire survey method,and the impact of relevant fiscal and tax policies on the power generation industry in kaiyuan city is mainly studied.Through the analysis and research,found the power industry related fiscal and tax policy itself existing problems and these policies in the process of power generation industry power generation industry problems,through the analysis of the causes of these problems,put forward the corresponding countermeasures and Suggestions.As a traditional industrial city,electric power is a major industry in the city,Kaiyuan is a representative and unique city in YunNan.Local government looks for many ways in the area of macro economy to promote electric power industry by taking advantages of the city.The expectation of polices implementation is not satisfied,because limited of electric power industry and environment of society right now.In terms of characteristics of electric power industry of Kaiyuan,the paper choose several power plants and combine the newest policies,such as environment tax,to analysis the influence of financial and tax policies to local electric power generation industry.Combining the newest policies and local electric power generation industry,the paper analysis effectiveness and insufficient of policies in the terms of theoretical,to looking for a new direction and new space for the development of electric power generation industry,which is a key strategic resources,to promote a sustainable thermal power plant and the marketing operations of renewable energy.
