Research On Government’s Function In The Development Of Tianjin Province’s Wind Power Industry

Energy is an important resource for human survival and social development.It is not only a natural resource,but also a strategic and political resource.China’s energy and environmental protection problems are becoming more and more serious.Wind power generation is the most mature energy source for new energy,the conditions for resource development,and the commercial development of the best energy supply,which has been paid more and more attention to.Under the guidance of the first administrative policy,Tianjin quickly attracts the wind power industry.Tianjin Binhai New Area has rapidly become an important international and domestic wind power industry center.However,compared with traditional energy,resource allocation and technical reasons have no competitive advantage in the power market,and without the help of the government,wind energy is not competitive in the current power market.On the basis of defining the basic theory of the government’s role in the development of wind power industry and the definition of wind power industry,this paper first combs four ways for the local government to play a role in the development of wind power industry in Tianjin:first,to plan the development strategy of wind power industry;second,to guide the healthy development of wind power industry by policies;third,to provide public products and services of wind power industry;fourth,to supervise the development of wind power industry.Supervise and maintain the market environment of wind power industry.Secondly,it analyses the current situation of the local government’s role in the development of wind power industry in Tianjin,summarizes the current situation of the development of wind power industry in Tianjin,and then analyses the role of the government in the development of wind power industry in Tianjin from three aspects:formulating development plans,establishing leading organizations,increasing policy support,guiding the development of industry,training technical personnel and improving the development environment.Finally,it points out the role of the government in the development of wind power industry in Tianjin.Existing problems:first,the development plan of wind power industry is not comprehensive;second,the supervision mechanism of wind power industry is not perfect;third,the policy of supporting wind power industry is unstable;fourth,the ability of promoting independent innovation of wind power industry is insufficient;fifth,the deep cooperation between wind power industry chains is not in place.This paper combs the typical experience of the government’s role in the development of wind power industry at home and abroad,and provides some advisable experience and reference for the further development of wind power industry in Tianjin.Finally,combined with the analysis of the role of the government in the development of wind power industry in Tianjin,the problems and successful practices of typical regions and cities at home and abroad,the paper puts forward four considerations on improving the role of the government in the development of wind power industry in Tianjin.Firstly,the government should provide policy support for the development of wind power industry;secondly,the government should strengthen the coordination,stability and systematicness of central and local policies;thirdly,the government should promote the establishment of a sound technology research and development system combining production,learning and research;finally,the government should guide and strengthen the in-depth collaboration between wind power industry chains.
