With the deepening of market-oriented reforms,the competition in the construction industry has become market-oriented.In addition,the entry barriers to the general construction industry are low,the number of enterprises is large,and the development of enterprises faces fierce competition.Enterprises with strong market advantages occupy the high-end construction market,and the market space of construction enterprises with low technical content,weak financial strength,labor-intensive and extensive management is constantly being compressed.Project cost budget management can help enterprises to optimize the allocation of limited resources and monitor and evaluate the project.Effective use of cost budget management can help companies control costs and give companies a strong competitive advantage in the market.At present,although Z Construction Company has carried out project cost budget management,there are still various problems in the actual implementation process,which leads to high project cost and difficult to control.This paper analyzes the implementation status of project cost budget management of Z Construction Company,analyzes the problems existing in each link according to the process of project cost budget management,and proposes optimization strategies accordingly to help Z Construction Company break through the bottleneck of its own development.In view of the particularity of the construction industry,this paper will analyze the project cost budget management of Z Construction Company in combination with the cost characteristics of the construction project,and optimize it from four aspects: target formulation,budget preparation,budget execution and control,and budget assessment.This paper introduces the earned value method to analyze the cost and progress of Z Construction Company's projects,and achieve an effective combination of project schedule and cost control.It can be clarified that the failure of the company's project cost budget management is caused by cost out of control or schedule lag.At the same time,during the execution of the project,the incident control is carried out,and the traffic light warning mechanism is introduced.Through the analysis of the deviation degree of the budget project target of Z Construction Company and the deviation of the budget indicator,the feedback of the project cost is timely feedback,so that the management can effectively Adjustment measures.Of course,Z construction company construction projects in the budget target formulation,budget preparation,budget assessment,there are alsounreasonable and general goals;budget preparation based on unreasonable data,the preparation of procedures is not appropriate;assessment targets are not clear,the assessment indicators are missing The problem.The above problems are optimized by budgeting target decomposition,“up and down” budgeting,introducing rolling budgeting methods,signing target responsibility letters,and paying risk deposits.
