As the regional governments continue to deepen reforms to promote the development of economic and trade,the trade volume of water transport ports has also increased,especially the current situation of inland water transport ports has been far from meeting the needs of customs clearance.The upper reaches of the Yangtze River are the key economic belt for the construction of the “the Belt and Road Initiative”.As the most promising port in the upper reaches of the Yangtze river,Chongqing waterway port is still far from Shanghai port and Ningbo port in current operation.Based on the above background,this article established a model of customs clearance operation process by combing the whole process of customs clearance of container cargo at Chongqing waterway port,then proposes research on the model from both qualitative and quantitative perspectives.Based on the model,this paper proposes the optimization measures for the customs clearance process of Chongqing waterway port,then verifies the results by analyzing the time indicators before and after optimization.First,this paper analyzed the evolution process of the customs clearance mode of Chongqing waterway port by reading a large amount of relevant literature and consulting the relevant government website data.It also analyzed the current situation of the reform of the waterway port in the Yangtze River economic belt and the customs clearance mode of advanced ports in China and abroad,then revealed the current shortage of the customs clearance mode of Chongqing waterway port.Secondly,this paper combines the container cargo clearance process of Chongqing waterway port with Petri net modeling theory,then divides the lengthy process into four stages: preliminary preparation,inspection,customs clearance and cargo pick-up.In this paper,the accuracy of the model was verified by the method of incidence matrix analysis,and the feasibility of the model was confirmed by using ExSpect.Thirdly,this paper uses the association matrix recombination method to divide the Petri net model of the current customs clearance process into several subnets,then uses the Markov chain analysis method to calculate the utilization rate of each link.These two methods analyze the general process from qualitative and quantitative aspects respectively,and then propose strategies to optimize the customs clearance process of Chongqing waterway port based on the results.Finally,the article establishes the optimized process model based on the previous analysis basis,then tests the accuracy of the model to verify the feasibility of the optimization strategy.The research on the customs clearance process of Chongqing waterway port has certain value in theory and practical application.For theory research,this research model and research plan established in this paper provide theoretical research ideas for the optimization study of the customs clearance process of Chongqing waterway port.The optimization decision proposed by this paper also provides a reference for further improving the customs clearance efficiency of Chongqing waterway port.
