With the acceleration of both economic globalization and trade liberalization,the traditional management mode of water ports has become the constraint of the sound development of ports to a great extent,which cannot meet the needs of the current situation and development.Improving the efficiency of customs clearance of water ports,especially inland waterway ports,is of great significance for promoting trade and economic growth.The upper reaches of the Yangtze River,dominated by Chongqing and its hinterlands,are the intersection of the "Belt and Road" and the Yangtze River Economic Construction Belt.The level and speed of its open development have a tremendous impact on the realization of the strategic objectives of the "Belt and Road" and the Yangtze River Economic Belt.Clearance efficiency is the driving force for economic development.Based on the backgrounds above-mentioned,this article studies on the water port clearance in Chongqing from the port construction,customs efficiency,enterprise environment and institutional environment.On the basis of the research results,this dissertation proposes strategies to improve the efficiency of water port clearance in Chongqing.In this dissertation,the water ports in Chongqing act as the research objects.Firstly,this dissertation analyzes the customs clearance mode of the water transport port and its historical evolution path and characteristics,and reveals the current situation of customs clearance efficiency of water port in Chongqing.Secondly,through the comparison with the customs clearance mode abroad,the dissertation finds out the problems existing in the customs clearance of the port of water transportation in Chongqing port.Thirdly,when constructing the evaluation index system of customs clearance efficiency in Chongqing port,some indexes are selected through literature research,and the other part introduces the idea of balanced scorecard.We systematically comb and build an index system to study the measure of customs clearance efficiency of water port in Chongqing.Moreover,through the empirical investigation of the 144 valid samples,Amos 21.0 structural equation modeling method has been applied to build the model of influencing factors on customs clearance efficiency of water ports in Chongqing.The model road map can directly reflect the internal relation structure of the influencing factors on the customs clearance efficiency of water transport ports in Chongqing and the general rule in Chongqing.Lastly,according to the results of model fitting,strategies of improving customs clearance efficiency of water ports in Chongqing is proposed.The fitting results of the structural equation model for the efficiency evaluation of port clearance efficiency in chongqing port are fully demonstrate that among the evaluation indexes of water port construction,customs clearance efficiency of Chongqing port is more reflected in designed capacity,quality of handling and transportation machinery and equipment and port logistics system;In each index of the customs environment.,it is more reflected in the various modes of customs clearance and the time consumed by customs business processes,the actual command and supervision and control of customs clearance operations.Among the indicators of enterprise environment,the normative nature of the enterprise declaration,the timely tax payment of enterprise,the professionalism of the enterprise's declaring personnel and the enterprise' reporting error have a strong relationship with the latent variable.Structural equation model of the efficiency evaluation of port clearance in Chongqing port provides some references for the research on the efficiency evaluation of the water port clearance in Chongqing.The theoretical models and methods have all theoretical and practical value to a certain degree.
