Planned air route will be unavailable due to severe weather,which will bring enormous economic losses to airlines.The key to the air route selection in severe weather is how to choose a reasonable rerouting path for the affected flight.This paper intends to introduce collaborative decision making into the problem of rerouting path selection and comes up with a new method for the rerouting path selection.The availability of the rerouting legs will be affected by the movement and passable state of severe weather,which will result in different rerouting path selections.It is a key and difficult point to establish an environment model to exactly describe the change of severe weather.Firstly,this paper introduces the relevant theories and the development of collaborative decision making in China and abroad and focuses on the application of collaborative decision making in air traffic flow management and provides essential theoretical basis for the collaborative rerouting strategy.Secondly,it is analyzed that the environment model based on flight forbidden area ignores the change of availability of rerouting legs due to the dynamic movement of severe weather.By making use of the historical data of severe weather,a severe weather movement forecasting model based on least squares fitting is established.The simulation results indicate that the model is qualified in short-term forecasting.Finally,based on the civil aviation meteorological work rules and the basic flight rules of China,a Markov chain-based environment model is established to describe the availability of flight rerouting legs affected by the time-varying weather.Single flight rerouting is selected as the object of study.With the goal of minimizing the additional distance compared to the planned air route and the distance of collaborative rerouting,with the uniqueness and the continuity of rerouting path and the maximum distance of collaborative rerouting are selected as constraints,with the deflection distance compared to the planned air route is selected as the evaluation index,a dynamic rerouting path selection model based on collaborative route is established.The genetic simulated annealing algorithm is used to solve the model.The A599 route is used for the simulation analysis of the rerouting model.The simulation results indicate that the model can come up with different rerouting selections in terms of different weather conditions.On the premise of rerouting safety,the rerouting path selected will pass the time-varying weather strategically so that the additional distance and the deflection distance compared to the planned air route are reduced compared with the rerouting path based on flight forbidden area model.The results much more fit the flying reality and improve the economy of rerouting strategy.
