Study On Micro-Assessment Of Effect On The Photovoltaic Aid-to-the-Poor Policy

Photovoltaic aid-to-the-poor is an effective way to carry out targeted poverty alleviation and precision poverty alleviation,as well as a livelihood project to benefit impoverished areas and people.Ji 'an is an underdeveloped area.According to the standards of the new round of registration,there are still 65,000 households and 202,600 poor people around the city in 2017,making it an arduous task to lift people out of poverty.In order to accelerate the poverty alleviation process of the whole city and achieve the goal of building a moderately prosperous society in an all-round way in line with the national and provincial goals,Ji 'an has vigorously promoted the poverty alleviation work of photovoltaic in recent years.However,correlational studies of the effect of aid-to-the-poor policy of photovoltaic is relatively lack.Based on the data of 404 questionnaires from the photovoltaic aid-to-the-poor policy survey in Ji'an,Jiangxi Province,this study investigate the implementation of photovoltaic aid-to-the-poor project from the perspective of poor households.Using Statistical Description Method,the Effect of Photovoltaic aid-to-the-poor by poor households is analyzed.Furthermore,a Logistic model is constructed to analyze the key factors affecting the assessment of photovoltaic aid-to-the-poor policy by poor households.And it reveals the internal driving force of satisfaction degree of poor households to policy effectiveness.Thus,the results an provide reference for the formulation and improvement of photovoltaic aid-to-the-poor policy in Ji'an,Jiangxi Province and others.Research shows:(1)The significant factors of positive effect on implementation of the photovoltaic aid-to-the-poor policy in Ji'an include whether to build household photovoltaic power station,annual income of poor households from photovoltaic aid-to-the-poor policy,cognitive status,publicity by local village committees on the income from photovoltaic power generation,benefits distribution of local village committees or power grid companies,situation of operation and maintenance and promoting role on employment.(2)Poor households' gender,age,education level,family population,number of family labor force,cultivated land area and annual income have little effect on the implementation of photovoltaic poverty alleviation policy.In addition,there are still some problems and shortcomings in the photovoltaic aid-to-the-poor in Ji'an.Such as,low coverage of household photovoltaic power station,large gap on the income of photovoltaic aid-to-the-poor among poor households,imperfect revenue publicity system of photovoltaic aid-to-the-poor,insufficient operation and maintenance of photovoltaic aid-to-the-poor power stations,limited impetus to employment of poor households,and so on.In view of the above problems,this study proposes policy suggestions from the following five aspects.First,encourage and guide the development of household photovoltaic power station model for poverty alleviation.Second,improve the level of poverty alleviation benefit from photovoltaic.Third,strengthen the operation,maintenance and management of photovoltaic power stations for poverty alleviation,Fourth,improve the transparency of poverty alleviation work.Fifth,give full play to the role of photovoltaic poverty alleviation in promoting employment of poverty-stricken households.
