Effectiveness Of Photovoltaic Poverty Alleviation Policy

Photovoltaic poverty alleviation refers to combining the photovoltaic industry with rural poverty alleviation projects,and using village-level power stations(including households)or centralized power stations to generate electricity to help poor households eradicate poverty and increase income.As one of “the ten large-scale poverty relief programs” in China,photovoltaic poverty alleviation has many advantages such as the stability of power generation income,the reality of new energy promotion,and the innovation of energy saving and emission reduction measures,and its effectiveness in tackling poverty has received much attention from Chinese central and local governments.Firstly,this article analyzes the coding of photovoltaic poverty alleviation policies.Then,using panel data from China’s photovoltaic poverty alleviation pilot counties from 2013 to 2016,and adopting the PSM-DID model to evaluate the impact of photovoltaic poverty alleviation policies.Finally,the practice of photovoltaic poverty alleviation in Chicheng County and Taiqian County was selected to analyze its poverty alleviation effectiveness,influencing factors,and existing problems.The research results show that:(1)National policies are more focused on policies such as“poverty alleviation and income increase” and “project construction”,while they neglect policies such as “effect evaluation”,and they have shown an increasing trend in overall attention to policy support,regulatory mechanisms,and organizational implementation.From a regional perspective,compared with the eastern and central regions,the photovoltaic poverty alleviation policies formulated in the western region are more complete.Based on the county perspective,the photovoltaic poverty alleviation policy formulated in the the photovoltaic poverty alleviation pilot which are also the national poverty counties are better than other counties.(2)The overall poverty alleviation effect of the photovoltaic poverty alleviation policy is significant,but for the photovoltaic poverty alleviation pilots and national poverty-stricken counties,the effect of the policy has been slightly weakened.The parallel trend test shows that after the photovoltaic poverty alleviation policy was implemented,the poverty alleviation effect is significant.In the first three periods after the implementation of the policy,the poverty alleviation effect gradually increased,but in the fourth period,the influence on rural per capita disposable income slightly decreased.The poverty alleviationeffect of photovoltaic poverty alleviation policies is regionally oriented,which means that compared with the western region and relatively wealthy regions,the eastern region and counties with lower per capita GDP have a more significant effect of reducing poverty.(3)The case study results show that the photovoltaic poverty alleviation policy has a significant effect on poverty alleviation in typical counties,and guarantees that poor households can achieve a income of about 3000 yuan per year.
