With the rapid development of economy, the traffic condition of urban roads becomes more and more serious.Among them, the morning and evening rush hour congestion is the most typical. With a large number of urban residential areas moving out,the separation of work and residence gradually appear, which leads to the tidal traffic phenomenon. In the context of the increasing shortage of urban road resources and the high cost of widening and building new roads, the technology of urban tidal lane setting has become one of the conventional and effective means to alleviate tidal congestion gradually adopted by major cities due to its advantages such as low economic cost, high practicability and strong pertinence.Starting from the tidal traffic phenomenon, this paper analyzes the causes of tidal traffic from three aspects: the number of car ownership, the layout of the separation of occupation and residence, and the special situation of large-scale activities, this paper analyzes the characteristics of tidal traffic from the perspective of time distribution and space distribution, and summarizes the classification of tidal lanes. On this basis, the setting conditions of tidal lanes are expounded from three aspects of lane number, road constraint, traffic volume constraint and capacity constraint.Tidal lane of bi-level programming model is established from the perspective of network system. In the model, the upper-level aimed at optimizing the sum of the system delay and tidal lane utilization ratio, and the lower-level designed by user equilibrium allocation model whose path selection behavior conforms to the Wardrop principle. The iterative algorithm integrating a genetic algorithm and a Frank-Wolfe algorithm was used to solve the lower and upper models. The model not only reflects the utilization efficiency of tidal lanes, but also considers the overall benefit of the network system where tidal lanes are located.Analyzing the relationship between the traffic volume of sections and the cross-correlation and proposing the concept of correlation path according to the distribution characteristics of tidal traffic flow. The relational model is established according to the path flow of tidal lane, and the intersections interval is introduced into the model based on the analysis of correlation degree. On the basis of the association degree model, the section association degree and constraint conditions of adjacent intersections are combined to construct the switching sub-area division model of tidal lanes, and the model is solved according to the clustering algorithm,at the same time, the switching time of tidal lane direction is obtained. Finally, the proposed method is applied to the certain area of Changchun. The results show that, under the premise of unchanged road resources, the tidal lane setting scheme calculated by this method can reasonably alleviate the tidal traffic phenomenon, and make the tidal road utilization efficiency higher, which verifies the effectiveness of the model and algorithm.
