As an important platform for participating in international cooperation and competition,supporting national economic growth and promoting regional coordination and sustainable development,urban agglomeration plays a prominent strategic role in China's economic society and urbanization.Because of the special regime of our country,the adjustment of districts at the district and county level,which mainly consist of withdrawing counties to establish cities and withdrawing counties(cities)to establish districts,has greatly affected the development of urban agglomerations since the reform and opening up.At different stages of urban agglomeration development,there is a common law between internal agglomeration and decentralized demand,while the adjustment of district and county administrative districts affects the resource distribution by the change of decentralization and centralization,thus affecting the development of urban agglomeration.Therefore,at different stages of urban agglomeration development,it is necessary to adjust the regional and county-level administrative areas in order to achieve the most favorable development results.Through reviewing the relevant studies on the development of urban agglomerations and the adjustment of administrative divisions at home and abroad,it is found that the research on the adjustment of regional divisions abroad mainly focuses on Metropolitan areas,and mainly discusses the innovation and reform of the metropolitan government or regional alliances across administrative divisions as well as the administrative system.Domestic research on the adjustment of urban agglomeration administrative divisions is relatively few,focusing on the economic and institutional impact of the adjustment of urban agglomeration,and there are relatively many case studies on the overall or high-level regionalization adjustment of a single urban agglomeration,lacking systematic thinking on the adjustment of urban agglomeration administrative divisions from the perspective of dynamic development.On the basis of previous research theories,this paper focuses on discussing the synergistic relationship between different stages of urban agglomeration development and the adjustment of district and county administrative areas.Firstly,this paper summarizes the phased law of urban agglomeration development,divides urban agglomeration into three phases: central city dominance,multi-center competition and network-linked development;and analyses the overall evolution of district and county-level administrative adjustment and its impact onurbanization,urban agglomeration development and urban system structure,on the basis of which,it puts forward the adjustment of urban agglomeration and district and county-level administrative area at different stages of development.The hypothesis and proposition of cooperative development strategy;Finally,the typical cases of Chengdu-Chongqing urban agglomeration,Changsha-Zhuzhou-Tan urban agglomeration and Yangtze River Delta urban agglomeration at the stage of central city dominance,multi-center competition and network linkage are selected to demonstrate and study the synergistic effects of district-county administrative adjustment and urban agglomeration development at different stages,urban scale hierarchical structure,functional structure and spatial structure,and to explore the synergistic effects of each stage.The demand and optimization scheme for the adjustment of district and county administrative districts in the stage of urban agglomeration development.The following conclusions are drawn: Firstly,in the dominant stage of central cities,urban agglomeration should focus on agglomeration effect to strengthen core cities,so the main way for core cities to withdraw counties(cities)into districts and merge municipal districts is to properly withdraw counties(cities)into districts to cultivate regional central cities,and start preparing to withdraw counties and cities to cultivate small and medium-sized cities.Secondly,in the stage of multi-center competition,urban agglomerations should continue to strengthen and expand their core cities by withdrawing counties(cities)to establish districts and merging municipal districts,and actively cultivate secondary growth poles in the point-axis mode.At this stage,excessive decentralization adjustments such as withdrawing counties to establish cities should be paid attention to,which will bring about vicious competition.Thirdly,urban agglomerations in the stage of network linkage should take the network linkage effect as the dominant factor and promote the development of super-large(or super-large)cities.It is necessary to upgrade the quality of core cities through the rectification of municipal districts,appropriately withdraw counties(cities)and districts to meet the spatial development needs of regional central cities,continue to cultivate fine small and medium-sized cities through the transformation of counties(towns)and cities,and constantly strengthen the network development pattern.Fourthly,if the adjustment of district and county administrative districts in urban agglomerations violates the needs of the development stage,it may delay or even block the formation of the ideal spatial pattern and the release of potential of urban agglomerations to a large extent.Therefore,the adjustment of administrative districts in a single city needs to be planned as a whole from the level of the overall development of urban agglomerations.
