Research On Evaluation Of Government Purchase Service Mode For Maintenance Of Municipal Transportation Facilities

The traditional mode of maintaining municipal transportation facilities,which is characterized by strong professionalism and high difficulty,and self-organization of manual,material and mechanical maintenance,lacks competitiveness and high efficiency under the background of high quality and requirements of current urban management and cannot meet the increasing service demands.Based on the characteristics of the current maintenance mode of municipal traffic facilities,this paper puts forward the idea that the maintenance of municipal traffic facilities should follow the market-oriented mode,and finally achieve the ultimate goal of high quality,high efficiency and low cost marketoriented management.This paper analyzes the current status and characteristics of the maintenance of municipal transportation facilities by means of literature analysis,visiting and holding seminars,and summarizes the deficiencies of the three common maintenance modes.Based on the basic theory of government purchase of public services,this paper puts forward the conception of government purchase service mode for the maintenance of municipal transportation facilities.Secondly,the necessity and feasibility of government purchasing service mode are obtained through comparative analysis with three common maintenance modes at present and adaptability analysis based on SWOT method.Finally,from the four dimensions of project decision-making,project management,maintenance results and satisfaction evaluation,this paper proposes the performance management evaluation index and evaluation system of the government purchase service mode,and proposes a weighted grey relational analysis model based on DEA method to conduct quantitative analysis of the government purchase service mode.This paper takes chongqing jiulongpo district municipal facilities maintenance management office as an example to analyze the purchase of maintenance services.Firstly,combined with the traffic situation of jiulongpo district,chongqing,the maintenance status of municipal traffic facilities in jiulongpo district was analyzed.Secondly,from the organizational structure,working mechanism to study the jiulongpo district government purchase service mode.Finally,taking the Kowloon tunnel reinforcement and maintenance project as an example,the necessity and superiority of maintaining the government purchase service model for mountain municipal transportation facilities were further determined by using the government purchase service model for implementation and management,and comparing with the project using the traditional maintenance model.
