In the long-term China’s contradiction which railway transport capacity does not match with volume growth. There are three ways to advance the rail way line capacity. The first way is proving the vehicle load. The second and third way is increasing the traveling density and increasing the traveling speed. It is clear in our country that the traveling density of the railway is very high in the world, there has very limited room for improvement. And considering the speed of the driving120km/h, it is hard to increase the traveling peed now. Combined with the actual conditions of our county, improving the weight of the train has become the development direction. Heavy haul transport of railway abroad gradually developed and achieved good results, so at the beginning of1980s, our county began to use heavy-load. Through the multiple stages of development, our country’s heavy haul transportation of railway achieved good results.Our country’s heavy-haul railway operates on the multiple trunk lines, operating mileage and the volume increased significantly in recent years, which are very proud. In terms of the freight and national economic development, heavy-haul transportation railway plays an important role, which created a good economic benefits and enormous social benefits. Combined with the research which name is the used27t axle load railway wagons technical and economic feasibility on the existing road, this paper considers that there is a need to further study the heavy-haul transportation railway, expected to provide the related theoretical support for the heavy-haul transport railway transformation.Based on the meaning and the status quo of the research, this paper analyzes the development process and the present situation of the heavy-haul transportation railway in detail first; then analysis of the elements of the heavy-haul transportation railway; and in-depth analysis of the social composition of the heavy-haul transportation railway at last. On the basis of a full analysis the basic characteristics about the social evaluation of heavy-haul transportation and compared several evaluation method, this paper choices the data envelopment analysis (DEA) as the evaluate method. Establish regular C2R model, C2GS2model and the improved C2R model to evaluate the social benefits of heavy-haul transportation railway. Meanwhile, determine the required evaluation based on indicator selection the principles, and build the input-output model of DEA. To make the model more accurate, decision making unit (DMU) should not be too small, we use gray prediction model GM (1,1) to forecast based on the existing the data input and output indicators. Finally, this paper selects the Datong-Qinhuangdao line as the evaluation of the case, the conclusion of social value of the Datong-Qinhuangdao line drawn are valid, thus providing a theoretical support for our country’s heavy-haul transportation railway construction and heavy-haul transform on the existing lines.
