As an important direction for the transformation and reform of service-oriented government,government purchase of services has been popularized in multiple government functions,which can not only improve the efficiency of government resource allocation,but also improve the level of government public services and further increase the satisfaction of the people..Government purchases of services also need to fully consider the input and output ratios in order to achieve the effectiveness of urban efficient services.In this way,it is necessary to strengthen the performance evaluation of government purchases of services.This article takes the PY municipal government’s performance evaluation of the purchase of urban garden management services as a research case to analyze the current performance evaluation status and existing problems.The main problem is that the government authorities do not attach great importance to performance evaluation,the evaluation subject is also very single,and the standardization of the evaluation process is relatively weak.The results of performance evaluation are not fully applied.The reasons for the problems include that the competent government departments have not adopted scientific evaluation concepts and methods,the application of performance evaluation lacks the support of laws and regulations,and the role of diversified evaluation subjects has not been played.The results of performance evaluation are open and transparent Due to the low level of performance,the government is not active in purchasing execution units,and the level of government purchasing services is weak.In order to solve the above problems,this paper introduces advanced KPI performance evaluation methods,constructs a quantitative performance evaluation index system,covering the four aspects of garden management service input,process,output and results,and quantifies 35 performance evaluation indexes.Comprehensively,objectively and scientifically improve the evaluation ability of PY urban garden management services.PY municipal government purchase garden management service performance evaluation also needs to strengthen countermeasures,actively promote and implement performance evaluation indicators,one is to improve the way to improve the government purchase service performance evaluation level,change the performance evaluation concept and continue to improve the evaluation system,dynamicoptimization evaluation Indicators;Continuously strengthen the legal construction of performance evaluation,strictly regulate performance evaluation procedures,and provide legal policy basis for performance evaluation;cultivate and develop diversified performance evaluation entities,strengthen the participation of the public,actively introduce third-party evaluation structure;improve performance evaluation The application scope and information level of the results,so that the results of performance evaluation can be shared.
