Study On Rural Planning In Southern Hebei Under The Strategic Background Of Rural Revitalization

The CPC central committee has been paying close attention to the issues of agriculture,rural areas and farmers for many years,and has issued a series of documents on rural construction,providing a beacon for rural development.However,in reality,although the rural development in southern Hebei has achieved certain results,there are still some problems in the rural development process,such as the single rural industry,the shortage of labor force,which leads to the abandonment of farmland,the outflow of population,which leads to the idleness of farmers' houses,the difficulty of farmers returning home for employment,and the difficulty of rural marriage.In the process of rural planning and construction,we blindly refer to other successful rural planning cases,and only focus on the "planning of things",without taking the correct planning method according to the actual situation of the village.In order to solve these problems effectively,this paper takes the strategy of rural revitalization as the background and makes an in-depth study on the rural planning method.In order to conduct a more scientific study on the rural planning under the background of the rural revitalization strategy,this study USES methods such as literature review,comparative analysis of successful cases,and field investigation.Firstly,the strategic thought of rural revitalization is studied,and then the relevant rural planning theories at home and abroad are summarized.Finally,the successful cases of relevant rural planning at home and abroad are summarized,and the relevant enlightenment of rural planning is obtained by combining theory with practice.Through the comparison between rural revitalization planning and traditional rural planning,the disadvantages of traditional rural planning are obtained.According to the disadvantages,the key problems to be solved in rural planning under the background of rural revitalization strategy are determined to provide new methods and ideas for the following relevant rural planning.Then,it studies the rural planning method under the background of rural revitalization strategy,and proposes to establish a planning group composed of farmers as the main body,village party secretary as the brain,planner as the external brain,and the village cadre and university student village officials.Carry out current research and industrial basic research,analyze and evaluate the current rural advantages anddisadvantages resources,and carry out industrial planning and planning.In combination with the upper-level plan,we will define the "three districts and three lines",adhere to the ecological priority,people-oriented principle,and spread the taste of the local,to retain the green mountains and green water,remember to live in the homesickness.The ecological space protection planning method is elaborated,and the production space is divided into farmland industrial zone and farmhouse industrial zone for industrialization development.The living space describes the planning method of farmhouse industrial park and the method of transforming and utilizing rural houses,and the upgrading plan of rural supporting facilities Method and rural style planning.Finally,the rural planning method under the background of rural revitalization strategy is applied to "Xiliuzhuang rural planning of Quzhou county,Handan city,Hebei province",and the rationality of this planning method is verified by an example.Based on previous studies on rural planning theory and practice,this paper provides new methods and thoughts for rural planning,and plays a guiding role in the follow-up similar rural planning practice.
