Analysis And Prediction Of The Impact Of VAT On Bidding Quotation Of Construction Projects

In recent years,value-added tax(VAT)reformation promotes comprehensively in China.As one of the important pillar industries of our national economy,the development trend of construction industry attracts people's attention.After the VAT reformation,the output value of the construction industry has steadily increased,the effect of tax reduction is obvious,but the number of construction enterprises has also increased year by year.It is very important for construction enterprises to obtain project profits in a competitive market environment with policy dividends.At the same tiome,The change of tax method and the constant adjustment of valuation basis make the bidding environment of construction projects more complicated after the VAT reformation.Therefore,from the perspective of engineering projects of construction enterprises,this paper identifies the influencing factors of bidding quotation after replacing the business tax with a value-added tax,determines its important factors,and builds a prediction model of bidding quotation after replacing the business tax with a value-added tax by combining important factors,so as to guide construction enterprises to make bidding quotation to obtain profits in the actual operation of VAT reformation.This paper presents the development of replacing business tax with value-added tax,analysis the current research status of project bidding quotation after the VAT information,it is clear that the necessity of tax reform and there are a series of changes in bidding quotation in the actual VAT information.Therefore,based on the theory of competitive advantage,combined with the difference between business tax and value-added tax,this paper found the competitive advantage change of tender quotation after replacing business tax with value-added tax.By using the method of literature search and comparative analysis,18 influencing factors were identified,and how these factors affect bidding quotation was explained.At the same time,combining with the workflow of bidding quotation,the influencing factors are divided in 3 stages:bid preparation stage,cost estimation stage and formal bidding stage.Then,DEMATEL-ISM model was used to screen them.15 important factors were screened out and founded the best important factor in different stage According to the weight of influencing factors and the classification of levels,the tax planning level of enterprises,the choice of contractors and the tax risk of projects are determined as the important influencing factors in each stage of bidding quotation.In the part of quotation prediction,the learning algorithm of BP neural network is explained firstly,and the quotation prediction process of engineering projects after replacing business tax with value-added tax is proposed.Then,BP neural network quotation prediction model was built based on the combination of 30 successful projects,and the feasibility of the model was proved by the prediction sample error test.Finally,the validity of the quotation prediction model and the quotation prediction process is verified by a practical case.
