With the development of urban agglomerations and the increasingly close exchange of materials and cultures among cities,a large number of regions with economic characteristics of the times formed by urban agglomerations have emerged in China.The people in these areas are closely connected and have strong mobility.Therefore,the mode of "large volume,high density and public transportation" is very necessary to realize passenger transport.As an important bridge and link of inter-city passenger transport,inter-city railway has ushered in a good period of vigorous development in recent years.However,due to the vast territory and frequent occurrence of natural disasters;and because intercity trains have the characteristics of high running speed and high-grid density,it is more vulnerable to emergencies and other factors.If the capacity loss or line interruption occurs in the inter-city railway,it will inevitably have a linkage impact on the transport system of the whole region.Reasonable train operation plan is the premise of making train diagram and also the basis of railway transportation organization.Therefore,the formulation of regional intercity train operation plan that is compatible with emergencies has important practical significance for effectively reducing the losses caused by emergencies and improving the emergency response capability of the railway sector.On the basis of consulting a large number of relevant literature on train operation plan and railway emergencies,this paper summarizes the shortcomings of existing research.At present,most of the researches on train operation plan are aimed at normal operation conditions,and there are less literature concerning emergency situations.Most existing literature does not consider the matching problem of transport capacity between inter-city trains and urban rail transit.Moreover,if the train chooses roundabout mode of transportation organization after the emergency,it may cause the travel time of passengers to be prolonged,but most studies have not considered the tolerance of passengers for the travel time prolongation.Based on the above problems,the research of this paper is carried out.Firstly,the paper introduces the definition and classification of emergencies,and then draws forth the related overview of railway emergencies,emphatically discusses the impact of railway emergencies,including the impact on transport capacity,runnning speed,train formation and stop schedule plan,etc.,and discusses in detail the transportation organization method under emergency conditions.Then the relevant theories of the regional intercity train operation plan are elaborated in detail.This paper defines the region,gives the definition and characteristics of regional intercity train,and analyses the connotation,function,constituent elements and influencing factors of regional intercity train operation plan.Next,according to the principle of compiling train operation plan under emergency conditions,and based on the detailed analysis of the selection and adjustment of the train routes in emergency situations,a nonlinear single-objective model for intercity train operation plan under emergency conditions is established.The model takes the maximum evacuation speed as the objective function,and takes into account the constraints of capacity,traffic demand,travel time extension and capacity matching.According to the characteristics of this model,the simulated annealing algorithm is designed to solve the problem.The construction of the neighborhood solution and the neighborhood search strategy are improved,which improves the efficiency of the algorithm to a certain extent.Finally,based on the background of Nanchang-Jiujiang high-speed railway and Nanchang-Jiujiang intercity railway,a virtual emergency scenario is constructed,and the regional intercity train operation plan model proposed in this paper is instantiated.Based on the platform of MATLAB R2014 a,the algorithm designed in this paper is used to solve the problem.The model of train operation plan without considering the matching degree between inter-city trains and urban rail train transport capacity is taken as the comparison scheme of the model in this paper,and the genetic algorithm is used as the comparison scheme of this algorithm.Through the comparison and analysis of the model and algorithm,the validity of the proposed model and algorithm is further verified.To a certain extent,the method proposed in this paper provides a solution for the formulation of regional intercity train operation plan under emergency condition,and provides a reference for improving the emergency plan of transport organization and building regional transportation network.It has certain theoretical value and practical significance.
