In recent years,the construction of high-speed railway in Northwest China has developed rapidly,and the track engineering is of great significance for ensuring the smooth completion of railway projects,furthermore,it guarantees the safety and stability of railway operation.At the same time,its construction behavior also has a certain impact on the ecological resources and environment in Northwest China.A large number of large-scale machinery and expensive construction materials are needed in the High-speed railway construction,and there are many green construction spaces for water,energy,materials and land occupation.Therefore,how to supervise and improve the main non-green construction behavior under the premise of ensuring safety and quality,and guarantee the ecological environment of "green water and green hills" while realizing the rapid development of railway industry in Northwest China,to make the benefits of environmental protection and energy saving maximize,which is of great significance to implement the national policy of "sustainable development of green economy" and "green transportation" in Northwest China.Therefore,the main contents in this paper are as follows:Firstly,according to the requirements of energy saving and environmental protection in the 13 th Five-Year Plan and the development goal of the concept of "green" in the field of engineering,considering the characteristics of ecological environment in Northwest China,the concept of green construction is introduced into the construction of high-speed railway track engineering.the construction behavior of different track engineering are analyzed,and the comprehensive and accordingly green degree evaluation indices for railway track engineering construction are selected,combine with the climatic and environmental characteristics of Northwest China,an applicable evaluation system for green construction index of high-speed railway track engineering in Northwest China is constructed.It is found that the green degree evaluation system of high-speed railway construction in Northwest China should start with pressure index,state index and response index,including 5 first-level indexes and 16 second-level indexes.Secondly,the weights of evaluation indexes are determined by ANP method,and the first-level and second-level indexes with the greatest impact are determined respectively.The improved fuzzy utility evaluation method is used to measure the fuzzy utility values of each evaluation index at each utility measuring point through the investigation of experts.Based on the principle of information diffusion,the two-dimensional normal information diffusion function is used to obtain the Index utility value after simulation by computer simulation technology,and then the fuzzy utility function of each evaluation index is obtained.The information diffusion method can be effectively used to solve the problem of small amount of information and subjectivity of expert evaluation in track green construction,and the weight determined by combining with ANP method can be used to evaluate the green degree of track construction of high-speed railway in Northwest China more accurately and reasonably.Finally,Through the actual engineering research of Yinchuan-Wuzhong Passenger Dedicated Line and Lanzhou-Wulumuqi High-speed Railway,by substituting the field data into the fuzzy utility function of each index,the green construction utility value of railway track engineering in two sections is obtained,the higher the utility,the higher the green construction level of the project.The results show that the comprehensive utility value of green construction of Yinchuan-Wuzhong Passenger Dedicated Line project is higher and the level of green construction is higher.The operability of each index utility function obtained by fuzzy utility method and information diffusion technology is proved,and it can be used to evaluate the green construction utility of high-speed railway track engineering in Northwest China and even in the whole country in the future.It also provides a theoretical reference for the evaluation of green construction of railway track engineering.
