The eternal theme of transportation development is to ensure efficient,stable and safe operation of transportation.with the rapid growth of vehicle ownership and the further increase of traffic flow,China has responded to sudden changes,and China has new requirements for improving traffic safety and smoothness and responding to emergencies.It is of great significance to establish a road and waterway safety supervision and emergency response platform for multi-network linkage at the national and provincial levels.From the perspective of emergency management informationization,combined with the status quo of emergency response work and information science management methods,this paper expounds the system application function module and the emergency response system design and database design of Gansu Province from the analysis of the function and performance requirements of highway waterway safety system.In the design process of the whole system,we draw on advanced research results at home and abroad,including specific emergency business management processes and cutting-edge information technology.The emergency response system designed in this paper is an information platform that combines emergency early warning,assessment,determination scheme,command and dispatch,dynamic monitoring and auxiliary decision making,emergency resource allocation,emergency command release and post-disposal to deal with traffic accidents.The system mainly includes a series of functions such as responsibility management,information uploading,early warning management,event processing management,meteorological service,emergency site monitoring,post-processing management,and query,which closely cooperate with the emergency response workflow.It mainly solves the problem that the traditional emergency response work information support ability is insufficient,the information communication is not smooth,and the transfer ability is weak,which greatly improves the efficiency of emergency response work.In addition,it can significantly reduce indirect economic losses caused by traffic congestion and traffic emergencies,thereby effectively protecting national property and life safety,helping the government improve stability,handling emergency capabilities,and improving the overall transportation industry in Gansu Province.Level.
